The course maps the evolution and functioning of the European Union's Common Security and Defence Policy. It covers its institutional setup, development of civilian and military capabilities, strategic concepts and operations.

The course aims at introducing to the students various aspects of the Common Security and Defence Policy (CSDP), established formally in 1999. It covers four basic topics: institutional setup of the policy and its functioning (including the role played by EU member states); development of EU military capabilities; European security and military strategies and its possible amendments in the foreseeable future; and CSDP civilian, police and military operations in their political and geographical context.

After completing the subject, students should be able to analyze in depth the processes of formulation and functioning of the Common Security and Defence Policy, and to present ideas relevant for its future development. At practical level, students should improve their presentation, speaking and writing skills. Besides this, the whole seminar will require the students to get used to teamwork as one of the basic modes of cooperation.

The basic intention of the course could be summed up as "light on lecturing, heavy on debate". The lecturer will only provide a brief introduction at the beginning of each lesson. He assumes (and indeed demands) that students read the required load of documents and literature before each of the lessons. This is a necessary precondition for successful presentations and fruitful participation in discussions. At the beginning of each of the lessons, students will submit their answers to questions concerning the required literature.

 

For each seminar, students will be assigned a task on which they will prepare a short (5 minute) statement, representing a view of one of the EU member countries. The statement will then be presented at the lesson; speaker(s) of the group will then also participate in the subsequent debate among the representatives of the states. After the presentation of statements and the debate among the 'state representatives', the remaining students will have an opportunity to make comments and present their own ideas and views.

 

To sum up, each of the lessons A to E will have the following structure:

  • lecturer's brief introduction to the topic of the lesson and outline of the issue to be discussed (20 minutes)
  • presentation of statements by 'member state representatives' (30 minutes): the exact topic of each presentation will be assigned by the lecturer a week before the lesson; each of the 'representatives' shall not exceed the time-limit of 5 minutes; the statement must address the issues raised by the lecturer in the assignment for the particular lesson
  • debate among 'state representatives' (15 minutes): herein, the speakers shall comment on the proposals and opinions raised by their fellow 'state representatives' during the presentation of their statements; before the debate starts, the working groups can ask to reconvene to briefly discuss the nature of their representative's reaction
  • general discussion (15 minutes): during this debate, students are highly encouraged to comment on the presented statements and the subsequent debate and voice their own ideas on the topic

 

At the end of the course, each student will write a position paper representing a view of "his" or "her" country regarding the desirable development of ESDP in the near future (5 years). Criteria for the assessment of essays will be following: reflection on the development of ESDP so far and incorporation of relevant facts and documents; logic of reasoning and the cohesiveness of the paper's structure; and, last but certainly not least, ability to present new, innovative and relevant ideas and proposals.

Students must fulfill ALL the requirements. A student who will not meet but a single one of the obligations will not be allowed to pass the course!

 

  • regular attendance: absence from the seminar must be reported at least 24 hours before the seminar to the tutor via his email (see above); only 1 absence per semester is allowed (any further absence can only be excused by presenting a medical approval)
  • written answers to the questions for each lesson (15 points): these are presented to the lecturer at the beginning of each lesson; if a student is not able to attend the lesson, he/she must send his/her answers via email
  • presentation of a statement and participation in subsequent debate (35 points): both the statement and the participation in the debate are expected to be based on the knowledge of facts from the required documents and literature
  • final paper (50 points): 5 pages (1800 characters per page)

 

NOTE ON PLAGIARISM:

  • presenting a paper which does which uses sources without making a proper reference to them will lead to an expulsion of a student from the course and possible other disciplinary action
  • same procedure will be applied if a student presents a paper which he or she already presented in another course

 

 

GRADING:

  • 100-90 points: excellent
  • 89-70 points: very good
  • 69-55 points: good
  • 54 points and less: fail
