Description:
This course is dedicated to different approaches of modernizing healthcare and its (social) consequences within European welfare systems. There are many reasons for reforming healthcare systems, e.g. demographic change and the expansion of chronic diseases, new tools to assess healthcare services (e.g. Evidence Based Medicine) and healthcare users that are more willing to participate in various schemes of healthcare provision. Referring to these changes, this course aims to analyse key drivers and actors of the modernization of healthcare and will be divided into three consecutive sections:
In the first section (November 5, 12), as a theoretical background, different aspects of reform will be explored such as new frameworks of promoting public health, strategies of cost containment and the marketization of healthcare, various mechanisms of knowledge-based user involvement as well as tools of quality assessment.
Second (November 26, December 3), there will be an examination of interests of, and social divisions between, key actors in the realm of healthcare such as governments, professions, patient organizations and pharmaceutical/medical companies. In this respect, a strong emphasis is placed on actors? changing social responsibilities, their modes of collaboration as well as conservative and progressive forces within their organizational structure.
The third section (December 10, ?) will apply the acquired knowledge on healthcare reforms by exploring different case studies across selected European welfare states in teams. For that matter, a role-play simulation might be carried out. By studying cases of healthcare reform in-depth, the students become more sensitive to different actors? interests and strategic behavior within a distinctive policy process.

Requirements:
Students will present a critical overview of a piece of academic literature/policy papers and have to write a paper (8-10 pages). Furthermore, they will be encouraged to participate in discussions as well as in the role-play simulation.
