Students will be divided into groups representing different member’s states of the EU and follow these topics connected with the discussion about the future of Europe [finalité]:

1. The discussion about the future of Europe, the establishment of the Convention

2. Different attitudes of MSs to the Convention

3. Working methods of the Convention, The Presidium versus the members of the Convention

4. Preamble, the question of European identity and values, Can Turkey join the EU?

5. Common Foreign and Security Policy, Are we going to have a European Army?

6. Reforms of the Institutions, QMV, policies

7. IGC, Italian and Irish Presidencies, bargaining or deliberation?

8. National debates, NGOs

9. Ratification process, Referenda

10. Reflection period, British Presidency

Requirements for the exam:

Oral presentations on regular basis

Paper prepared and submitted before December 1, 2005 (6 pp.)

Active participation at every class
