Week 1 (1.10.) Overview of course - The introductory meeting. The grading policy will be explained and the expectations of both sides expressed. Week 2 (8.10.) Lecture - Council of Europe and "Convention for the Protection of Human Rights and Fundamental Freedoms" Article 10 of the Convention and its importance for media. European Court of Human Rights as a guarantor of freedom of expression Readings:

Week 4 (22.10.) Lecture - European Union's Audiovisual and Media policy, its components and its limitations History of Television without Frontier EU Directive and its amendments, the relation of the Directive to the CoE Convention on Transfrontier Television. Readings:
Week 5 (29.10.) Lecture - Two amendments of the EU Directive (1997, 2007), Basic feature of the last amendment resulted in the Audiovisual Media Service Directive. Readings:

Week 6 (5.11.) Workshop - Television without Frontiers Directive (1989, 1997) as a tool of standard setting (definitions, protection of human rights, protection of minors, standards for advertising and sponsoring ), a tool for supporting European audiovisual production (program quotas for European works and for programs made by independent producers), and a tool protecting the viewers interests (provision about "events of major importance for society", rules of "short reporting" etc.)
A position paper on the topic shall make a summary of facts and regulations laid down in the Directive with explanation and with personal view on pros and cons of such a regulations. Week 7 (12.11.) Workshop - Impact of AVMS Directive on new media - regulation of non-linear audiovisual media services available on internet
A position paper on the topic shall make a summary of facts and regulations laid down in the Directive with explanation and with personal view on pros and cons of such a regulations. Does the AVMS Directive pose a threat to freedom of internet services? How the AVMS recitals interpret scope of regulation non-linear AVMS? Where lays a borderline between free internet and regulated audiovisual media services? Workshop - EU support programs (Media) for the European audiovisual industry as an element of EU media policy. Other elements of EU media policy (media literacy, media pluralism, film heritage etc.) A position paper on the topic shall sum up history and present state of EU measures supporting healthy and prosperous development of European media. Week 8 (19.11.) Workshop - EU attitudes towards Public Service Broadcasting - problems with funding, debates about application of State aid rules to public service broadcasting, debates about future of PSB in the new digital environment. Week 9 (26.11.) Workshop - Council of Europe attitude towards new media, search engines and social networks. Week 10 (3.12.) Workshop - European view on governance of Internet A position paper shall analyze the documents of the CoE Ministerial Conference in Reykjavik 2009, namely „Internet governance and critical Internet resources“ and following documents.
