Anotace -
Course outline: The idea of the course is to inform students about European Media Policy, about its history and about its impact on media policies of particular European countries in a historical overview. The course will focus on media policy of the Coucil of Europe (including the role of European Court of Human Rigths as a guarantor of freedom of expression) and on media policy of European Union (in comparison with CoE limited by EU treaties). After a set of five introductory lectures the students will prepare class presentations (position papers) on the topics of particular classes set forth below in the syllabus.

  • Workshop - AVMS Directive as a tool for supporting European audiovisual production - program quotas for European works and for programs made by independent producers, AVMS Directive as a tool protecting the viewers interests - provision about "events of major importance for society", rules of "short reporting" etc.
  • A position paper on the topic shall make a summary of facts and regulations laid down in the Directive with explanation and with personal view on pros and cons of such a regulations. How the rules are applied in particular EU member states.

Week 8

  • Workshop - AVMS Directive and its impact on new media - regulation of non-linear audiovisual media services available on internet
  • A position paper on the topic shall make a summary of facts and regulations laid down in the Directive with explanation and with personal view on pros and cons of such a regulations. Does the AMS Directive pose a threat to freedom of internet services? How the AVMSD recitals interpret scope of regulation non-linear AVMS? Where lays a borderline between free internet and regulated audiovisual media services?

Week 9

  • Workshop - EU support programs (Media) for the European audiovisual industry as an element of EU media policy. Other elements of EU media policy (media literacy, media pluralism, film heritage etc.)
  • A position paper on the topic shall sum up history and present state of EU measures supporting healthy and prosperous development of European media. Paper shall include review of results of these measures, presentation of some practical outputs (reports, European Audiovisual Observatory, research and studies concerning media issues)

Week 12

  • Conceptual overview of the course. Evaluation of papers.
