The course will deal with various aspects of the very specific branch of administrative law, which is described as
“international administrative law” (droit administratif international, diritto amministrativo internazionale,
Internationales Verwaltungsrecht). It will deal with key issues of this branch of public law: main sources of law
(bilateral and multilateral international agreements, soft law instruments, transnational impact of provisions of the
ordinary administrative law), administrative powers delegated to international organisations, transnational
administrative co-operation, transnational effects of administrative decisions and other public documents. The
course is opened for both Czech and Erasmus students.

The attendance is compulsory, with a maximum of two absences allowed. The final exam has form of a case study. Students will be given a choice of three cases to pick one. All questions will be based on the course curriculum.

Introduction to International Administrative Law: droit administratif international, diritto amministrativo internazionale, Internationales Verwaltungsrecht; Is International Administrative Law part of International or Administrative Law? Topical issues of transterritorial administrative activities.

2. Historical perception of International Administrative Law. Excursion: Global International Law and European Administrative Law.

3/1. Legal Sources of International Administrative Law: international conventions, customary international law, EU law.

3/2. Legal Sources of International Administrative Law: administrative treaties, hard law and soft law, transposition and implementation of international / EU law.

4/1. Subjects of International Administrative Law: international administrative unions; their competencies and impact for national administrative law.

4/2. Subjects of International Administrative Law: private and hybrid subjects; their competencies and impact for national administrative law.

4/3. Subjects of International Administrative Law: national executive power; systems of cooperation among administrative authorities; law applicable by national administrative authorities.

5/1. Relations of International Administrative Law: powers delegated to international administrative unions.

5/2. Relations of International Administrative Law: international cooperation in administrative matters.

5/3. Relations of International Administrative Law: recognition, enforcement and delivery of administrative acts, transterritorial administrative acts.

6. Current issues of International Administrative Law.
