Zásady pro vypracování
In this study, the main issues related to the role of cultural exchanges in international relations as cultural heritage prevails today are discussed. UNESCO is the largest and key point of the Inter-governmental international organizations. Through this organization, China’s educational and cultural undertakings have established close ties with the entire world, especially France. Judging from the cultural exchanges between the two countries in recent decades, France took the lead in raising the banner of cultural protectionism, through diplomatic means to protect their own culture. This also raises the international community to protect and develop cultural heritage and national culture, to “seek unity in diversity, still protect diversity in unity.” China guides the diplomatic work with the world cultural diversity, advocates respect for diversity and the maintenance of world civilization, promotes dialogue between civilizations and international cultural cooperation. For example, construction of new exhibition museums, transfer of knowledge and technology, exchange of professional talents, etc. Those have set a good example for each country to develop its cultural foreign relations, which are widely recognized by the international community.
By studying some representative cases, it is questioned, while promoting the establishment of equality in the international community, whether the two countries are trying to establish a new international civilized order together, by the means that the consideration of comprehensive national power increasingly pays attention to the development of history and cultural industries, rather than the power of economy and finance like themselves, or do they compete for cultural hegemony to some extent. This article aims also to discuss how under the framework of cultural heritage discourse, several ideas advocated by UNESCO can be accepted and internalized by the two countries as the cultural policies and actual action; how China and France can use UNESCO to achieve soft power building.
