Zásady pro vypracování

Metodologie práce
Celá práce by měla stavět na principech kvalitativního výzkumu. Základem práce je empirický
výzkum, který se opírá o smlouvy a dohody mezi Ukrajinou a EU, případně mezi EU a dalšími
zeměmi Východního partnerství. Pro důkladnější zkoumání spolupráce EU s Ukrajinou by měla
sloužit i analýza dat spojených s finančními výdaji na podporu Východního partnerství a jejich
porovnání s jinými výdaji unijního rozpočtu. Práce, které zkoumaly přímo ekonomické reformy,
pracovaly i s komparativní ekonomií, která ale pro tuto práci použita nebude. Práce se totiž
nevěnuje pouze ekonomickým reformám, ale cílům Východního partnerství jako celku, mohl by ji
podpořit dataset, který by se zaměřil na nejen finanční kapitál mířící do zemí Východního
partnerství.
Vzhledem k tomu, že práce vzniká ve spolupráci s Úřadem vlády, metodologie v sobě určitě
bude zahrnovat rozhovory s odborníky z ÚV, konzultace a detailnější náhled do oficiálních
dokumentů. Kromě odborných stanovisek či prezentací vládní politiky by měla práce vycházet i ze
svědectví lidí, kteří mají konkrétní politiku na starosti, ať už z úřadu vlády či nikoliv. Stejně tak by
se práce mohla opírat o rozhovory s terénními pracovníky. Mezi metodami bude také zařazeno
empirické pozorování oficiálního diskurzu EU, stejně tak i analýza závazků, které vyplývají
z Asociační dohody s Ukrajinou.
Po sběru dat a názorů by práce měla přinést závěr, který odpoví na otázky, zda bylo
Východní partnerství efektivní a zda EU na Ukrajině selhala, vzhledem k tomu, došlo k anexi
Krymu Ruskem. Stejně tak může ale práce naopak poukázat na to, v čem byla spolupráce
s Ukrajinou jak pro EU, tak pro Ukrajinu přínosem, nebo v čem bylo případně přínosem Východní
partnerství jako takové.

Předběžná náplň práce

The Eastern Partnership (EaP) plays an important role in the EU’s Neighborhood Policy (ENP). It fits the whole concept of Europeanization and security of the EU. However, the EaP countries can be seen as the corridor between the EU and Russia. What’s more, Russia has its influence there and according to some authors, it regards the EU’s activities in the region as a threat. Since the 1990s we can observe that Russia does not hesitate to use hard power in its neighbourhood. In recent years we can recall the annexation of the Crimean Peninsula or even more recent aggression and war against Ukraine as a whole. Within the EaP countries, we can find some of them closer to the EU and some with strong ties to Russia. Many authors, however, argue that the EaP is not efficient, does not fulfil its role or is a too weak instrument. This thesis aims to analyze the EaP’s efficiency in the context of the geopolitical game in the region. Based on the theory of Europeanization, Soft and Hard Power theory and comparative methods, this text will try to put the EU’s approach towards the region in contrast with Russia’s one. As the result, not only the analyses should be conducted, but possible recommendations on how to improve the efficiency of the EaP would be a nice outcome. The topic enriches the debate about geopolitics in Eastern Europe, the EU’s relations towards its neighbours, ENP and democratization and Europeanization itself.
