Předběžná náplň práce

Tato práce je strukturována následujícím způsobem. Práce je rozdělena do sedmi kapitol, přičemž první kapitola je úvodní. Úvodní část se zabývá základními informacemi, cílem, relevantními výzkumnými otázkami a cíli práce.
Druhá kapitola objasňuje metodologii výzkumu. Celá výzkumná metodika slouží jako průvodce. Pro řešení problematiky výzkumu bude využita kvalitativní výzkumná metoda a komparativní příkladová studie.
Třetí kapitola shrne příslušnou literaturu, která byla publikována o podmíněnosti EU a právech rusky mluvnických menšin.
Čtvrtá část rozebírá teoretický rámec. Teoretický rámec tohoto výzkumu vychází z Kelleyho teorie (2006) s názvem"administrace podle podmíněnosti". Vysvětluje, jak mezinárodní limitace ovlivňují chování státu ve vztahu k politice národnostních menšin. Tato kapitola poukazuje na různé směry práv národnostních menšin, role mezinárodních institucí a různé faktory jejich formování.
Celá pátá kapitola se zabývá problematikou práv rusky mluvících menšin před zahájením rokování s EU. První část této kapitoly se zaměřuje na etnické složení pobaltských států a situaci rusky hovořící menšiny před vyjednáváním s EU. Následně na tuto kapitolu navazuje část analyzující problematiku politické soutěže, domácí opozice a řízení se podle efektivity podmíněnosti. Nakonec diskutuji, že situace rusky mluvící menšiny ve státech nebyla ovlivněna pouze mezinárodními organizacemi nebo domácími aktéry, ale také sousedním Ruskem, které představuje potenciální hrozbu pro národní bezpečnost pobaltských států. V závěrečné části diskutuji výsledky svého výzkumu.

Předběžná náplň práce v anglickém jazyce

This thesis is structured as follows. The thesis is divided into seven chapters and the first is an introductory chapter. The introductory part deals with the background information, the aim, relevant research questions and the objectives of the thesis.
The second chapter clarifies research methodology. Through the entire research method is served as a guideline. To address thesis’s research problem qualitative research method and comparative case study approach will be used.
Chapter three will review the relevant literature which has been published on EU conditionality and Russian-speaking minority rights.
The fourth part deals with the theoretical framework. The theoretical framework of this research is stemmed from Kelley’s (2006) ‘administration by conditionality’ theory. It explains how international limitations affect behavior of the state in relation to ethnic minority policies. The chapter highlights different courses of the ethnic minorities’ rights and the roles of international institutions and various factors in shaping them.
The fifth chapter entirely deals with the Russian-speaking minority rights issue before the EU negotiations started. First section focuses on the ethnic composition of the Baltic States and situation of the Russian-speaking minority before the negotiations with the EU. Following this chapter, the thesis analyzes the issues of political competition, the domestic opposition and governance by conditionality’s effectiveness. Lastly, I discuss that the situation of the Russian-speaking minority in the states has been determined not only by international organizations or domestic actors but also by neighboring Russia which poses a potential threat to the national security of the Baltic States. Finally, in the conclusion part, I will discuss the results of the research.
