| Methodology:
The author will use the collection of decisions of the Office for Protection of Competition. The focus will be on evaluating the market situation before and after a company was charged with the abuse of dominance from consumers' viewpoint. From that the author shall try to judge, whether the effect was predictable from the data before the intervention using mainly theories developed by Chicago and post-Chicago school economists. Outline: 1. Introduction 2. Theories of effects-based approach literature overview 3. The role of the Office for Protection of Competition according to law 4. Discussion of case studies 4.1. | Effects-based approaches have been gaining ground in both theory and market regulation even in Europe in recent years. Their goal is to shift the focus of regulation to final impact on consumers' welfare, allowing dominant players to function freely when consumers' utility is thus maximized. The aim of this thesis is to analyze some of the decisions of the Office for Protection of Competition from the perspective of an effect-based approach to evaluate their efficiency and their impact on consumers. The author will also try to suggest alternative solutions that might lead to better outcomes in the individual cases and draw some basic recommendations for their implementation.
