| Oživení evropského integračního procesu v 80. a 90. letech s sebou přineslo nový zájem o studium institucí. Teorie evropské integrace nový institucionalismus v sobě odráží tento zájem o studium institucí, které mají podle nových institucionalistů významný vliv na formování chování a postojů institucionálních aktérů. Tato práce zkoumá, jak probíhala institucionalizace spolupráce členských států Evropské unie v oblasti zbrojní politiky. Překotné změny počátku 90. let postavily členské státy před nutnost transformovat jejich zbrojní průmysl, který se musel přizpůsobit měnícím se požadavkům vlád členských států na vojenské vybavení. Statické i klesající obranné rozpočty členských států zapříčinily neschopnost zajišťovat veškeré potřebné vojenské vybavení pouze od národních zbrojních společností. Tato situace přivedla členské státy Evropské unie k užší spolupráci a koordinaci svých potřeb v oblasti zbrojního průmyslu. Kooperace členských států se začala rozvíjet jak na mezivládní, tak na unijní úrovni. Na vznik pravidel a institucí regulujících oblast zbrojní politiky je nahlíženo z pohledu nového institucionalismu. Cíl práce představuje zodpovězení otázky, jakým způsobem nový institucionalismus vysvětlí situaci, kdy sice dochází k institucionalizaci spolupráce v oblasti zbrojní politiky členských států, ale někteří aktéři – v daném případě Česká republika – se těmito pravidly neřídí. Nový institucionalismus vysvětluje chování České republiky při nedodržování mezivládních i unijních pravidel nízkou mírou socializace země, snahou o maximalizaci zájmů odlišných od zájmů ostatních členských států EU a nepřizpůsobením chování České republiky formálním i neformálním pravidlům evropských institucí. |

| New dynamism in the process of European integration in the 1980´s and 1990´s raised new interest in the study of institutions. New institutionalists believe that institutions affect the behaviour and the attitude of institutional actors. This thesis shows how the institutionalisation of cooperation in the field of defence industry among the Member States of the European Union developed. Changes of the international system in the beginning of the 1990´s proved the need for the transformation of Member State´s defence industry. Defence budgets still decreasing led the European States to closer cooperation in the field of the defence industry to secure the defence equipment supplies. The cooperation among Member States of the EU developed on the intergovernmental level as well as the EU level. The establishment of rules and institutions in the area of armaments policy is viewed from the perspective of new institutionalism. The aim of the thesis is to answer the question how the new institutionalism explains the situation, when the process of institutionalisation of armament cooperation takes the place, but some actors – in this case the Czech Republic – are not respecting these rules. New institutionalism explains the behaviour of the Czech Republic as a low level of the country´s socialization, the difference of Czech interests in the field of defence procurement from those of its partners in the EU and non-adjustment to the informal as well as formal rules in the EU. |
