Předběžná náplň práce

Diplomová práce se zabývá analýzou diskuse týkající se zavedení přímé volby starostů v České republice. Východiskem práce je komparace vývoje a průběhu diskusí předcházejících zakotvení přímé volby starostů v pěti evropských zemích – Spojené království Velké Británie a Severního Irska, Spolková republika Německo, Itálie, Chorvatsko a Belgie-Valonsko, se zaměřením především na ústřední motivy vedoucí k iniciaci diskuse, hlavní argumenty v ní obsažené, klíčové aktéry diskuse a úrovně, na kterých je diskuse vedena. Hlavní část práce je věnována analýze diskuse o případném zavedení přímé volby starostů v České republice. Důraz je kladen na identifikaci jednotlivých platforem české politické scény, které do diskuse zasahují. Práce je soustředěna na postoj klíčových politických stran, zájmových skupin a starostů k otázce přímé volby. Zásadní postavení zaujímá Ministerstvo vnitra České republiky, které zastává roli hlavního moderátora probíhající diskuse. Cílem práce je zodpovězení těchto otázek: Na jakých platformách je diskuse o případném zavedení přímé volby starostů v České republice vedena? Jaké jsou veřejně deklarované a skutečné postoje jednotlivých aktérů k otázce přímé volby starostů? Práce usiluje o zhodnocení konkrétních postojů jednotlivých politických aktérů, které určují směr průběhu samotné diskuse.

Předběžná náplň práce v anglickém jazyce

The aim of the thesis is to analyse and assess discussions related to the implementation of the direct election of mayors, both in the Czech Republic and in selected European countries. The thesis compares the evolution and course of the discussions that precede the anchoring of direct election of mayors in five European countries, such as the United Kingdom of Great Britain and Northern Ireland, the Federal Republic of Germany, Italy, Croatia, and Belgium-Walloon. It is particularly focused on the central motives leading towards the launch of discussion, main arguments included in the discussion, key actors, and the levels of the discussion. The crucial part of the thesis is devoted to the analysis of the discussion of possible implementation of directly elected mayors in the Czech Republic. The emphasis is put on the identification of individual platforms of the Czech political scene that intervene into the discussion. The thesis also highlights the attitude of key political parties, interest groups, and mayors, towards the question of the direct election. The Ministry of the Interior of the Czech Republic represents the principal mediator of the ongoing discussion. The thesis targets to answer the following questions. At which platforms the discussion about the eventual implementation of direct mayors’ election has been led in the Czech Republic? What are the proclaimed and real attitudes of individual actors towards the question of the direct mayors’ election? The thesis seeks to assess the specific interests of individual political actors that determine the direction flow of the discussion as such.
