Research Question: Have Ethiopia’s water policies had an impact on Ethiopia’s relations with its fellow countries in the Nile River Basin and great powers that have interests in the region?
Variables to measure impact of these policies:

• Speeches/statements made regarding Ethiopian water policies by foreign governments. Are these governments for or against these policies?
• Policies made by foreign governments in response to Ethiopian water policies.
• Are countries coming together to find common ground with Ethiopia or working together against Ethiopia?
• Ethiopia’s hydropower exports to the Nile River Basin countries. Is this viewed as positive or negative?

Hypotheses:

1. Ethiopia’s water policies have had a positive effect on Ethiopia’s relations with other states.
2. Ethiopia’s water policies have had a negative effect on Ethiopia’s relations with other states.
Methodology:
The methodology used to research this thesis topic will primarily be qualitative but will also include quantitative analysis (How many people’s lives in the basin have improved because of access to power resulting from dams?). I will illustrate a brief history of Ethiopian relations with the other Nile River Basin countries through a review of literature on the subject. I will analyze past and present water policies put forward by the Ethiopian government along with public statements from government officials that relate to the topic. I will then provide a comprehensive assessment of what these policies have produced in Ethiopia and the Nile River Basin countries through thorough research. Then I will analyze the geopolitical effects of these policies. Has there been a change in the balance of power? This will be done through analysis of policies enacted and statements/speeches made by Nile River Basin countries in response to Ethiopia. Answering questions such as has there been a response and if so, how have these responses changed the relationship between the Nile River Basin Countries and Ethiopia. Finally, there will be analysis of statements and actions taken by the international community in response to Ethiopia. Have these resulted in geopolitical shifts? The analysis of all these factors will look to discover if Ethiopia’s water policies have changed the geopolitics of the Nile River Basin, and if so, how these policies have changed the relationships.

Topic Characteristics: My thesis will focus on the geopolitical effects of Ethiopia’s water policies in the Nile River Basin. Geopolitical effects being how the geography and resulting water resources of Ethiopia are being used to change the relationships between Ethiopia and its fellow countries in the Nile River Basin. Ethiopia is a rising power in East Africa that is working to use its large quantity of water resources to help facilitate its growth through hydropower produced by dams and to provide.
