Working hypotheses:
#1: Anthony Giddens’ Structuration Theory is useful in gaining insight to the nature and operation of dynamics underlying the Principle/agent problems during the policy negotiations during the development and practice of Regional, as well as Global, financial institutions. #2: Economic theories, such as Robert Mundell’s theory of Optimum Currency Area, are often misapplied in practice: How and why do such inappropriate uses of economic theory occur in the political realm? #3: The Historical development of The EU is a prime example of the means by which political motivation leads to a misuse of Economic Theory and Models as the underlying logic of Super-State Institutions Methodology: The best way to accurately understand the modern inter-dynamics of various actors and institutions at the various levels of private and public hierarchies is via a blend of qualitative historical analysis and statistical analysis, in terms of intended and actual results of policy creation & application. Outline: I. Intro / Review of Previous Academic Lit. - Alexander Wendt’s application of Structuration Theory to the field of Intl. Relations - Epistemic Communities as knowledge creation and consensus building entities II. EU Monetary Union as a politically inspired and statistically viable Supra-State entity III. Optimum Currency Area: EU as an example of misapplication of theoretical model IV. Historical value of narrative insider accounts of policy negotiation processes V. The Principle-Agent Problem: due to special interest representatives working within and beyond modern bureaucratic institutions; emphasis on changing roles of individuals, as they revolve from public sector to private sector positions over time |

The overall aim for my thesis is to implement the current streams of analysis linked to the concept of Structuration, as proposed by Anthony Giddens and subsequently applied by Alexander Wendt, in an attempt to explain the functions and effects of the principle agent-problem within the field of International Relations. I am planning to investigate the development of the Exchange Rate Mechanism within the European Monetary Union (EMU), as the precursor to the European Union’s common currency zone. The theoretical model of Optimum Currency Areas by economist, Robert Mundell was manipulated by technocrats and politicians as the basis for the eventual implementation of economic instruments of European economic integration. I will offer a historical and statistically backed critique of the economic rationale behind the political ideals which motivated the creation of the EMU and subsequently the adoption of the Euro dollar. |
