Evaluations of regional welfare conventionally rely on gross domestic product (GDP) per capita as an indicator of living standards. This paper attempts to use an alternative composite indicator which is based on the Human Development Index. A database for the Spanish provinces of Andalusia (NUTS 3) and for Czech regions (also NUTS 3) was constructed for 1991 and 2001 and the Quality of Life Index was created from sub-indices of health, education and the resources required for a decent standard of living, including an indicator of social exclusion. Regional differentiation of Quality of Life Index was compared with that of GDP. The regional convergence of the partial indicators of quality of life was also studied. The empirical analysis suggests that whereas regional GDP per capita disparities have diverged, convergence was achieved in Quality of Life Index. This trend was observed in both regions, nevertheless there are some disparities caused by structural and historical circumstances of development in both regions.
