Práce se zabývá činností zastupitelstva obce a zaměřuje se nejen na jednotlivé procesní aspekty, zahrnující přípravu, průběh zasedání a pořízení zápisu ze zasedání zastupitelstva obce, ale též na výkon mandátu člena zastupitelstva a práv občanů obce. Nedílnou součástí práce je judikatura včetně konkrétních příkladů z praxe územních samosprávných celků a úvah de lege ferenda.

The work deals with activity of the municipal council and concentrates not only on individual procedural aspects, including preparation, holding a meeting and drawing up the minutes from a meeting of the municipal council, but also on practising mandate of a member of a municipal council and rights of citizens of municipality. The integral part of the work is practice of the courts including concrete examples from practice of territorial self-governing units and considerations de lege ferenda.
