This thesis deals with the securitization theory analyzing securitized rhetoric on two critical juncture points in German security policy: immigration (post-Cologne New Year’s Eve 2015-2016) and nuclear energy (post-2011 Fukushima disaster). As such, this thesis takes from the theory of social constructivism in order to analyze rhetoric within the socially constructed German society and applies the securitization theory, whilst conducting a qualitative case comparison analysis by using the method of Critical Discourse Analysis (CDA) through its two distinctive tools: context and content analysis. Through the CDA method, a context analysis was used to analyze the rhetoric of the German parliament, or Bundestag, politicians, whereas the content analysis was applied to analyze deeper meaning in the rhetoric of former Chancellor Angela Merkel, governing with a particular personality trait. To allow for such analyses, the perception of the general population was examined, and a brief historical context provides the evolution of German identity on both issues. The results of this thesis exhibit that in the instance of the German government’s immigration policy legislation changes after the 2015-2016 New Year’s Eve attacks in Cologne, Germany had varying levels of support in the parliament and an increasing lack of support by the wider population. Hence, this issue was only partially securitized. The energy plan to phase out nuclear power, however, was almost entirely securitized. The perceptions of the general public regarding immigration were conflictual on the overall actions of the German parliament, however, a general perception was maintained to help the refugees and asylum-seekers. Public perception changed only slightly, when observing impacts of decision-making after the portrayal of urgency after the occurrence of the Fukushima nuclear plant disaster. Even though overall support for the German government decreased their overall actions were largely accepted by the German public. |
