Předběžná náplň práce

Afghánistán, jakožto země zmáhaná už od konce 70. let 20. století řadou vnitřních konfliktů, a ne zcela pod kontrolou legitimní vlády v Kábulu, by se konečně mohl dočkat ukončení násilí. Už řadu let existují různé snahy o uzavření dohody s hnutím Taliban, jenž kontroluje stále větší část území Afghánistánu. V únoru 2020 byla ovšem po dlouhých vyjednáváních podepsána smlouva, která zaručuje stažení amerických a koaličních vojsk z Afghánistánu do 14 měsíců; dává garanci, že se afghánské území nestane základnou pro skupiny, které by mohly případně ohrožovat bezpečnost Spojených států; vytváří prostor pro permanentní příměří v zemi; a iniciuje vnitroafghánský dialog o budoucím uspořádání země. Situace v zemi však nadále značně komplikuje vnitroafghánský dialog, jež by měl vést k nalezení konsensu mezi jednotlivými stranami. Nicméně i přes přechodné příměří, pokračují útoky na vládní instituce a ozbrojené složky ze strany Talibanu. Práce popisuje jednak průběh jednání předcházejících podpisu Mírové smlouvy mezi USA a Talibanem, podmínky uzavřené smlouvy, těžkosti vnitroafghánského dialogu, včetně historicko-společensko-politických souvislostí a jednak představuje možné, více či méně pravděpodobné, scénáře dalšího vývoje, který však ještě zdaleka není u konce a nelze toto téma zdaleka považovat za uzavřené.

Předběžná náplň práce v anglickém jazyce

Afghanistan, a country suffering from several internal conflicts and not entirely under supervision of a legitimate government in Kabul since the end of 70´s of the 20th century, could finally live to see the termination of violence. For several years, many efforts for a treaty conlusion have existed with the movement Taliban that controls increasingly bigger and bigger part of the territory of Afghanistan. A contract was signed though in February 2020 after long negotiations that guarantee withdrawal of american and coalitionist army from Afghanistan within 14 months; it guarantees that the Afghan territory won´t become a base for troops that could possibly threaten safety of The United States and it creates space for permanent truce in the country and inititates intra-Afghan dialogue about a future setup of the country.
The situation in the country gets, however, henceforth very complicated by the intra-Afghan dialogue that should lead to consensus between the individual sides.
However, despite the temporary truce, the attacks on the government institutions and armed services from the Taliban side continue.
The work describes both the process of the negotiations prior the peace treaty signature between USA and Taliban, conditions of the closed deal, difficulties of the intra-Afghan dialogue including historical, social and political context and presents possible, more or less probable, scenarios of the forthcoming development which, however, isn´t at the end by far and it´s not possible to consider this issue as closed.
