Cílem práce je zmapovat rozsah, rozmístění a charakteristiky nevyužívaných bytů v Praze, diskutovat důvody a důsledky jejich existence a vyhodnotit perspektivy jejich využití pro bydlení. Práce reaguje na aktuální situaci charakterizovanou rostoucími cenami bydlení a zvyšující se finanční nedostupností pro nemalou část obyvatel. Práce nejdříve zhodnotí vývoj bydlení a jeho fyzické a finanční dostupnosti v období od posledního desetiletí socialismu po současnost. Specificky se zaměří na důsledky transformačních kroků (zejména privatizace bydlení) pro současnou situaci a na vývoj systému bydlení s ohledem na dominanci komerční výstavby, neexistenci sociálního bydlení a nové trendy, jako je například tzv. sdílené bydlení ve formě Airbnb. Stěžejní část práce se zaměří na mapování a klasifikaci (pro bydlení) nevyužívaného bytového fondu v Praze. Bude využita kombinace dostupných informačních zdrojů. Pro hlubší vhled práce využije případových studií 2-3 vybraných lokalit. V poslední části bude práce diskutovat perspektivy efektivnějšího využití stávajícího bytového fondu pro zvýšení fyzické a finanční dostupnosti bydlení. Metodicky se bude tato část vedle analýzy dokumentů opírat také o rozhovory s významnými aktéry realitního trhu a experty v oblasti bydlení.
Předběžná náplň práce v anglickém jazyce
The aim is to map the extent, location and characteristics of unoccupied dwellings in Prague, discuss the reasons and consequences of their existence and potential for their use for housing. This work reflects the current situation characterized by increasing housing prices and unaffordability for a considerable part of the population. First, it will discuss the development of housing and affordability in the period from the last decade of socialism to the present. Specifically, it focuses on the consequences of transformation reforms (especially housing privatization) for the current situation and the development of a housing system which is characterized by the dominance of private housing construction, the absence of social housing and new trends such as Airbnb. The main part of the thesis will map and classify the unoccupied dwelling stock in Prague. It will use all available information sources. Deeper insights will be gained from 2-3 locality micro-studies. In the final part the thesis will discuss perspectives for more efficient use of the existing housing stock and for increased availability and affordability of housing. This section will, besides analyzing documents, also rely on interviews with major real estate market players and housing experts.
