Zvolené téma je v prvé řadě výsledkem autorova hlubokého zájmu o politiku a historii
Latinské Ameriky, čemuž odpovídá i jeho zaměření v rámci oboru mezinárodní vztahy. Zároveň se jedná o oblast v českém prostředí dosti opomíjenou, a to navzdory jejímu významu, který bude v budoucnu pravděpodobně stále narůstat. Existuje zde sice dostatek historických publikací, avšak politologické výstupy se až na čestné výjimky prakticky nevyskytují. Jedním z cílů této práce je pokusit se přispět k rozvoji disciplíny mezinárodní vztahy právě analýzou politiky Latinské Ameriky v období od konce 2. světové války do současnosti. Zvolený koncept „soft balancing“ je navíc vzhledem k ostatním konceptům vyvažování poměrně novým a speciálně pro latinskoamerický region nepříliš (pokud vůbec) využívaným. Oproti pojetí Roberta A. Papea (2005) v článku „Soft Balancing against the United States“ je navíc tento koncept uplatňován i na období před nástupem administrativy George W. Bushe. Jedná se tedy další akademický přínos této práce. Cíle práce, formulace výzkumné otázky Kromě výše uvedených akademických cílů je primárním cílem práce zjistit, zda měla obava latinskoamerických států z USA vliv na vznik latinskoamerických integračních uskupení. Jinými slovy, zda mocenské ambice USA v daném regionu způsobily zintenzivnění integračního procesu mezi zeměmi Latinské Ameriky, které tak byly přinuceny kvůli ochraně vlastních zájmů navzájem kooperovat. Obecnějším cílem je pak osvětlit příčiny vzniku zmíněných institucí. Hlavní výzkumnou otázkou je: „Do jaké míry přispěla obava latinskoamerických států z USA ke vzniku latinskoamerických integračních uskupení?“ Dalšími výzkumnými otázkami jsou: 1) Jaké byly příčiny vzniku latinskoamerických integračních uskupení; 2) Jak se měnily mocenské ambice USA v regionu Latinské Ameriky od konce 2. světové války?; 3) Jaká je primární oblast integrace latinskoamerických států? |

Tato práce se zabývá latinskoamerickým integračním procesem v období od konce 2. světové
války do současnosti. Jejím primárním cílem je zjistit, zda měla obava latinskoamerických států z USA vliv na vznik latinskoamerických integračních uskupení. Jedná se o případovou studii, která vychází z realistické teorie, podle níž jsou státy racionálně jednající aktéři usilující o ochranu svých národních zájmů a relativní zisky. Díky množství latinskoamerických států sdílejících ta samá integrační uskupení je Latinská Amerika v tomto případě chápána jako region s víceméně společným zájmem, jímž je posílení své pozice vůči USA skrze regionální instituce. V práci je zejména využíván koncept soft balancing, který je ale na rozdíl od jeho původní Papeovy formulace (Pape 2005) aplikován i na období před rokem 2002 a zároveň i na více sfér moci, nikoliv pouze na vojenskou převahu USA. Nejvýznamnější uskupení byla vybrána podle 4 kritérií: 1) celkový počet členských států; 2) celkový počet zastoupených obyvatel; 3) podíl všech členských států na celkovém HDP Latinské Ameriky; 4) množství oblastí, v nichž integrace probíhala/probíhá. Tato uskupení pak nejlépe charakterizují celkový obraz Latinské Ameriky jako jednoho regionálního celku. |

This thesis deals with Latin American integration process from the end of the World War II
till present. Its primary goal is to find out whether the establishment of integration groups of Latin American countries has been caused by their fear of the U.S. power, or not. It is a case study which is based on the presumption of realism that states are rational actors striving for their own security, self-interest, and relative gains. Because of the number of Latin American countries sharing the same integration groups, Latin America is taken as a single region with a common interest of strengthening its own position towards the USA through creation of regional institutions. First of all, the thesis uses the concept of soft balancing. However, in comparison with its original formulation of Pape (2005), it is applied also to the period before 2002 and to more spheres of power, not just the U.S. military strength. The most important integration groups have been chosen according to 4 criteria: 1) a total number of member states; 2) a total number of represented citizens; 3) share of all member states on the total GDP of Latin America; 4) a number of areas of integration. The selected groups characterize the image of Latin America as a single regional unit the best. |
