United Nations (UN) Secretariat is a UN major executive body which carries out the substantive and administrative tasks of the UN, sets its agenda and implements the decisions of other UN organs. Its day-to-day importance cannot be mitigated since it may greatly influence the specific outcomes of UN policies by its activities.
Therefore and in order to be seen as unbiased, democratic and impartial global organ we would expect equal or close-to-equal representation of every human being living on our planet in the UN Secretariat. To consider UN Secretariat really democratic and impartial, it would have to, in theory, grant every individual the same power to influence the activities of the organ. This “power” or the degree of representation of individuals of different nationalities can be operationalized as a ratio of number of staff of the nationality to its entire population. The aim of this thesis is therefore to investigate the composition of the UN Secretariat staff by nationality, determine the staff/population ratio for each UN member state, evaluate which countries are the most/the least favoured in terms of staff/population ratio and reveal common characteristics of the most/least represented nations within the UN Secretariat through quantitative analysis of the official UN datasets. By doing this we explore, whether the representation of different interests embodied in different nationalities and the nationality clusters of the UN staff is representative and fair enough for such an important body or if there are any specific groups and interests being favoured as suggested e.g. by the neorealist theory of hegemonic stability. |
