From the late 1980s and beyond many South American countries to end hyper-inflation and stabilize their economies adopted neoliberal market reforms such as budget austerity, reduction of government employees, privatization, while opening their economies to international trade and relaxed or eliminated governmental regulations in order to enhance capital formation, private enterprise and economic growth. The end product of these reforms a free-market system replaced established development model of import substitution. To what extent these reforms reduced income inequality between the rich and poor of South America as well as its economic gap with the United States remains an important question and one that needs to be considered in light of another phenomenon that has dominated the South American political landscape since the end of the Cold War, the rise and relative success of democracy.
The experience of the United States, European Union and other First World nations indicates that the free-market system and democracy share a relationship, given that no democracy exists without some form of capitalism. While capitalism in countries with authoritarian regimes like China can do well economically without democracy. My thesis investigates the relationship between democracy and neoliberal economic policy in South America to answer the following questions: 1. To what extent has neoliberal economic reform policy contributed to the rise of democracy in South America? 2. How has neoliberal economic reforms affected the quality of democracy in South America? 3. How does market reform and economic adjustment effects of political liberty and competitive civilian rule in South America? 4. Can democracy exist in America without free-market system? |
