| Tato práce zvolila za účelem formulace doporučení pro nové modely vládnutí PPP specifický přístup v několika směrech. Předně se zaměřuje na fázi implementaci projektů a snaží se odhalit míru selhávání dopravních PPP v jednotlivých evropských státech a následně jejich příčiny v rámci institucionálního rámce PPP. Neúspěch PPP přitom definuje jako neuskutečnění či vynucenou restrukturalizaci projektu, do kterého již bylo vloženo nezanedbatelné množství prostředků a snahy ze strany vlády či jiné složky veřejné správy. Teoretické poznatky ohledně institucionálního pole PPP a ideálního typu partnerství práce konfrontuje s množstvím empirických poznatků o fungování reálných PPP programů v Evropě a postojů jednotlivých aktérů. Jako výchozí bod slouží standardizované rozhovory s profesionály s dlouholetou zkušeností v oblasti PPP na straně veřejného i soukromého sektoru a zároveň rozsáhlá databáze charakteristik a zkušeností z PPP programů evropských zemí i jednotlivých projektů nashromážděné individuálně i ve spolupráci s kolegy z akce EU COST TU1001 PPP in transport: Trends and Theory. Mimo tyto zdroje cenných dat a informací byl proveden zvláštní sběr podkladů o implementaci PPP v podmínkách zemí střední a východní Evropy. Ze všech těchto zdrojů lze nejen relativně spolehlivě vyhodnotit úspěch či neúspěch PPP programu dané země a vytvořit věrohodné vysvětlení faktorů stojících za (ne)úspěchem PPP v evropských státech, ale rovněž formulovat principy partnership governance jako doporučení pro politickou praxi s ohledem na specifika různých socio-kulturních kontextů.
Disertační práce se tak převážně pohybuje na úrovni PPP ve smyslu policy (Veselý a Nekola, 2008) a způsob vládnutí (Hodge a Greve, 2013). Zabývá se nastavením podmínek prostředí takovým způsobem, který umožňuje zajistit naplnění veřejného zájmu (Potůček a kol., 2016) prostřednictvím zahrnutí maximálního počtu potenciálně dotčených aktérů. Úkolem bude navrhnout taková opatření, aby veřejný sektor byl kontinuálně schopen vyhodnocovat přínosy a náklady partnerství bez negativního vlivu socio-patogenních jevů, tak, aby vznikala partnerství s jednoznačným přínosem pro široký okruh stakeholderů, a zároveň bylo zabráněno vzniku partnerství, která jsou dlouhodobě neudržitelná či od samého počátku dysfunkční. Funkční model vládnutí by tak měl být schopen PPP nejenom správně řídit, ale také navzdory tlakům zájmových skupin i odmítnout a navrhnout alternativní postup. Výzkumné otázky: • Jaký je rozsah selhání PPP v dopravní infrastruktuře v jednotlivých evropských zemích? • Jak odlišné institucionální a administrativní rámce ovlivňují implementaci PPP a její úspěšnost? • Jaké jsou hlavní faktory neúspěchu implementace dopravních PPP ve zkoumaných zemích? • Jak se vyvíjí vnímání rizik spojených s PPP mezi profesionály a jaké to má důsledky pro modely partnerství v budoucnu? • Je PPP kompatibilní s novými paradigmaty v oboru veřejné správy? Jaké kroky je nutné učinit k přechodu od pouhého managementu PPP k vládnutí? • Jaká praktická doporučení vyplývají pro veřejnou politiku pro oblast PPP projektů? |

| The last two decades have witnessed a rapid development of various forms of Public-Private Partnerships in Europe. Transport belongs to sectors where PPPs have been most visible and transformative. Yet not all countries have embraced the new method in the same manner. As some initial studies indicate, their PPP readiness varies quite significantly. At the same time, PPP as a product of New Public Management appeared to be in ideological conflict with several new competing paradigms in the field of public policy and public administration. So far, however, no single study has shown how these compatibility issues are dealt with in practice and how (un)successful in reality the European countries are at implementing transport PPPs. This is mostly due to difficulties in formulating appropriate and comparable evaluation criteria. At the same time, with many projects it was simply a bit too early to say whether the original expectations had been met. This study uses a negative definition of PPP success and establishes the failure rate for each country from the sample. In doing so, it only takes into account projects that were abandoned or seriously distressed and modified in advance stages of the procurement process. As a result, transport PPP failure rates of selected European countries are compared. At the same time, the main success/failure factors within the wider PPP institutional framework are identified. Once such overview is provided, the dissertation continues with an analysis of PPP governance deficiencies using the data from a survey among expereinced PPP professionals. Basing on both - interviews and analysis of success/failure factors - the study formulates several hints and recommendations to put PPPs in line with the requirements of good governance framework. |
