Cílem této disertační práce je analýza vládních struktur na úrovni regionů v České republice. Práce se zaměřuje na proces formování koaličních vlád. Práce chce odpovídá na otázky, co ovlivňuje podobu složení samosprávných orgánů. Práce se zaměřuje na 13 krajů České republiky: Středočeský, Brněnský, Plzeňský, Karlovarský, Ústecký, Liberecký, Královéhradecký, Pardubický, Jihlavský, Jihomoravský, Olomoucký, Ostravský, Zlínský. Sleduje čtyři volební období počínající roky 2000, 2004, 2008 a 2012.
Text identifikuje jednotlivé typy koaličních struktur, které zasazuje do kontextu teorie koalic, teorie her a racionální volby a také do kontextu teorie voleb druhého řádu. Přínosem tohoto textu je analýza alokace portfolia a disproporcionalita portfolia. Disertační práce rozvíjí váženou disproporcionalitu a uzpůsobuje ji podmínkám regionální úrovně a vládnutí na substátní úrovni. Stanovuje termín tzv. supervážené disproporcionality.

The aim of this thesis is an analysis of government structures at regional level in the Czech Republic. The thesis focuses on the process of forming a coalition government. Text answers the questions, what influences composition of governing bodies. The thesis focuses on the 13 regions of the Czech Republic: Central Bohemia Region, South Bohemian Region, Karlovy Vary Region, Pilsen Region, The Ústí Region, Liberec Region, Hradec Králové Region, The Pardubice Region, Vysočina Region, The Southern Moravia Region, The Olomouc Region, Moravian-Silesian Region, Zlín Region. Follows four election periods beginning years 2000, 2004, 2008 and 2012. The text identifies the different types of coalition structures that puts into context of coalition theory and theory of games and rational choice, and also in the context of the theory of second-order elections. The benefit of this text is the analysis of portfolio allocation and portfolio disproportionality. Dissertation develops a weighted disproportionality and adapts it to the conditions and regional levels of governance at sub-national level. It sets the term super-weighted disproportionality.
