| Diplomová práce systematicky analyzuje vývoj energetické situace na území bývalého SSSR – především Ruské federace. Zabývá se obdobím mezi léty 1990–2010, ve kterém mapuje změny těžební a přenosové infrastruktury ropy a plynu i změny v energetických strategiích Ruska. Na základě pozorovaných změn se práce snaží odpovědět na otázku, zda Rusko diverzifikuje export energetických surovin a zda se mění jeho vyjednávací pozice ve vztahu k EU. Práce identifikuje změny v reálné energetické politice Ruska, které často neodpovídají jeho energetickým strategiím, ale politické snaze Vladimíra Putina hierarchizovat moc státu a propojit ji s průmyslovými odvětvími. Přestože dochází k výstavbě nových ropovodů a plynovodů na území Ruska, k diverzifikaci exportu dochází jen v případě přepravy ropy. Export pomocí mezinárodních ropovodů je ve stále větší míře nahrazován přepravou po moři prostřednictvím přístavních terminálů, které Rusku umožňují prodávat ropu takřka po celém světě. Naopak síť plynovodů se z geografického hlediska téměř nemění. Primární cíle exportu ruského plynu zůstávají stejné, snižuje se pouze počet zemí, přes které je plyn přepravován. Rozložení těžby ropy i plynu zůstává ve srovnání s rokem 1990 téměř neměnné. V malé míře dochází k rozvoji nových východních nalezišť a ke stavbě nových přepravních cest pro jejich produkci. Z pohledu EU se situace změnila ve dvou rovinách. EU se jako celek stala relativně méně závislou na ruských energetických surovinách a zároveň po rozšíření na východ integrovala státy vysoce závislé na ruských surovinách. K ověření domněnky, že za výstavbou nové infrastruktury stojí snaha Ruska zvýšit své ekonomické zisky, slouží rozbor energetických vztahů Ruska a jeho obchodních partnerů na poli energetiky. |

| The diploma thesis systematically analyses development of energy relations among states of the former Soviet Union – primarily in Russian federation. A research is restricted to period of 1990–2010. It follows development of oil and gas transport and mining infrastructure as well as energy strategies of Russia. It is trying to answer the question, whether Russia has been diversifying its energy export capabilities and whether its bargaining position toward the EU has changed. The paper identifies changes in real energy policy of Russia, which are often inconsistent with its energy strategies, and which are rather rooted in Putin’s political discursus. So-called Putin’s plan promotes hierarchical organization of state with strategic industries incorporated. Despite construction of both oil and gas pipelines in Russia, the diversification takes place only in case of oil transportation. An export by sea is getting over that via pipelines as it enables Russia to sell its oil almost anywhere. On the other hand the gas pipeline network has not changed much, at least geographically. The main destinations for Russian gas remain the same; the only difference is that the new routes are trying to by-pass third countries. A geographical collocation of major mining sites has not changed either. On small-scale new fields in the east have been developed and new pipelines have been built to serve their needs, but neither of them have diversified export of old fields. From the EU’s point of view the situation has changed on two levels. The EU as whole has become relatively less dependent on Russian resources and due to the EU’s enlargement there are now more states within the EU, which are highly dependent on Russian resources. In order to support a hypothesis that purpose of building new pipelines is based on increased economical gains, there are depicted energy relations of Russia and its energy related partners. |
