Students will develop their own understanding of policymaking and evaluation, combining the knowledge of different social sciences branches comprising communication studies, economics, and behavioral science. Thus, students learn the principles of designing public policies as a data-driven process accompanied by mutual communication with stakeholders.

During this course, you may use AI tools when completing mini-assignments. Given the nature of the final test, you may also use AI tools during it, though it will probably not be of much benefit. All use of AI tools must be openly disclosed and transparently explained - as is the case with this disclaimer, which was partially translated via ChatGPT5 and partially created by the instructor. The aim of using AI tools is to maximize what we learn, not to cheat.

7 x 10 points = 70 points: Individual mini-assignments during the seminars.

30 points: Final open-book written exam (combining open questions, multiple choice, or matching tasks)

After the opening seminar, there will be 10 consecutive seminars (8 October - 10 December 2025), each devoted to a specific topic. During each seminar, students will work on their individual mini-assignment, getting 10 points for each (points awarded for an active attitude, not for a perfect result). Thus, to get 70 points, which is the maximum, students must attend at least 7 of the 10 seminars.

Week 12 (17 December 2025) will be devoted to the final written test, the common evaluation, and discussion of the test results.

Max. 100 points. 0–50 % = F, 51–60 % = E, 61–70 % = D, 71–80 % = C, 81–90 % = B a 91 % and more = A).

Syllabus

1. week: Introductory remarks, the course design and description

2. week: Public sector interventions – why do we need them?

3. week: The normative and positive approach – why are some measures too challenging to measure and compare? The substance of the cost-benefit analysis. The nature of costs.

4. week: Unintended consequences and evidence-based policies, behavioral attitudes, and models.

5. week: Why do we need prices and markets?

6. week: The theory of interest groups and why, sometimes, it is so difficult to balance the demands of interest groups and the interests of the general public. Who are opinion leaders?

7. week: Communication as a stability factor, and why do the citizens and their economic activity need it? Investment in human and physical capital.

8. week: Open data – what are the benefits of open data, and are there any threats? The trap of the digital divide. Regulatory Impact Assessment.

9. week: Digitalization brings the state to citizens as close as citizens want. How to cope with the scarcity of information on the one hand and infodemia on the other hand.

10. week: Data handling for qualified decision-making. The architecture of data and the methodology to process it. Communication - a process for raising mutual trust and ensuring the quality of data.

11. week: Communication enhancing the trust and amplifying the effect of the intervention.

12. week: Final test and common evaluation
