The objective of this course is to show the relevance of regulation in markets where competition "fails" and to illustrate some specific forms of government regulatory intervention and its implications. In this course we will start by reviewing firm behavior and the theory of the market, looking at competitive markets as our "benchmark" in terms of efficiency. Then we will study the market failures and other reasons behind economic regulation. We will then study "economic" regulation, focusing on the behavior of natural monopolies and regulatory options for dealing with them. In the last part of the course, we will discuss economic regulations of utilities and, in particular, we will analyse the practice of economic regulation in the water industry. |
