Topic Characteristics / Research Question(s):
After the demise of Dublin Regulation, EU is in desperate need for a unified migration policy. Offshore asylum processing has been effective in Australia, Can it be implemented in EU? How offshore asylum process can address the need of a unified migration policy of Europe?

Working hypotheses:

1. European Union’s current migration policy (Dublin regulation) has not been able to address the refugee crisis to European borders, leading towards a divide among member states. Thus, deemed ineffective.
2. Australia’s current asylum policy have been effective in controlling the borders from illegal migrants but also providing asylum seekers needed shelter using offshore asylum processing. Offshore asylum policy can relieve burden (primary concern of disagreement) from individual European member states.
3. Adaptation of off shore asylum processing can address the need of an overall acceptable migration policy for all EU member states and lead the path towards a unified EU policy.
Methodology:
• Most EU member states respond to Migration as a securitization perspective rather than a humanitarian perspective and this has been on the overall scope of migration to Europe.
• An issue is a security issue once referred by elites of the society and it requires political measures to be out of bounds and not usual anymore, leading it towards special political measures. (Public policy being put aside by politicization of the issue)

In the first part of the thesis, intention is to explore the background of the 2014 refugee crisis initially and analyze the Dublin Regulation that how it was unable to respond to higher number of the refugees entering the region. For which a research analysis will be provided that how certain factors of European Migration law hindered the process by initiating a widespread refugee crisis. Even though there was a recent, third revision of Dublin Regulation imposed, in order to improve the process. (Fratzke, 2015)
In the second part, the motive is to explain the salient features of Australian migration policy and how it has been effective in resolving the issue of illegal migrants entering the Australia but also providing them an offshore shelter in nearby locations until their asylum-seeking process is completed, so they can enter Australia legally. (Farida Fozdar, 2008) (Stevens, 2002)
In the final part, I intend to propose a roadmap of offshore asylum processing system adaptation for EU by providing the research data of entry points of refugees and illegal migrants to Europe, how those land and sea borders of Europe can be contained and which nearby locations could be used as an offshore asylum processing shelters. Leading to explain how this could be a solution acceptable by all the member states, sharing equal burden without affecting their national policies. (Meyers, 2000)
