Methodology:
I would like to research the topic of strategy Slovak Republic´s higher education as an investment into human capital Firstly I will do a discourse analyses of theoretical works of the concept of human capital, higher education and their cooperation. For the analysis, I am going to use mostly qualitative primary sources, such as strategic documents by Ministry of Education, as well as annual reports and other relevant documents. I will also use works of experts in this field in Slovakia, OECD documents regarding higher education in Slovakia such as Education at Glance and other OECD Reviews and Evaluations. As a quantitative data I will use mostly OECD statistics, but also statistics by Ministry of Education and other available in Slovakia. The research will be also completed by expert interviews, as qualitative empirical source.

Research Question:
To what extent is it a part of strategy of Slovak Republic´s educational policy to use tertiary education as an investment into its human capital?
Topic Characteristics:

Human capital is an essential part of production, thus one of the tools which influence well-being and progress of a country and its citizens. Apart from experience and skills, human capital depends on education. I have decided to research this topic, because I am interested in the quality of education in Slovak Republic regarding human capital. Because the quality of education is a broad topic which requires research for several years, I am going to use my Master Thesis as a first step in this research. In order to develop a debate about the quality of education in Slovak Republic regarding human capital, I need to prove or disprove that the problem starts at the very beginning of the educational policy, already in the strategy of Ministry of Education of the Slovak Republic. I focus of tertiary education, because I expect it would have a direct impact on the future human capital of an individual. Tertiary education in the country is managed by educational policy which is part of welfare state policies. Educational policy of a country is managed by a group of experts, policy makers and officials from the Ministry, in Slovakia it is called the Ministry of Education, Science, Research and Sports. The quality of human capital in the country which is often directly influence by tertiary education, does not only affect well-being, progress and competitiveness of an individual, but also of a country as a whole. If the investment into human capital will not be sufficient, country would not be competitive and progressive, because the quality of human capital and the productivity of human capital would be lower than in other competing countries. Apart from economic benefits of strong and educated human capital, it also improves the life of an individual, his earnings, health, communication and happiness, as well as the quality of society and its networks. Because of that, a country is supposed to have a strategy how to develop and improve its human capital. One of the tools is to use tertiary education to invest into expert knowledge in various fields such as social sciences, technology, medicine, etc. It is essential to make strategy where the graduates would be also suitable for the demand of labor market and able to develop according to labor market trends. Because of that my thesis is focused on analyzing the extent to which Slovak Republic incorporates into its educational policy´s strategy the use of tertiary education as a long-term investment to its human capital. I have chosen to study this problem in the Slovak Republic not only because it is my home-country, but also because there is a negative image of tertiary education in the country and the quality is debated. As a result, the importance of tertiary education from the point of view of citizens is in decline and the consequences may affect the future generation, growth and productivity of the country. By the investment in human capital I do not mean financial investment primarily, rather qualitative investment of knowledge and experience
Hypothesis:
1. Strategy of higher education of the Slovak Republic is not systematically prepared and implemented.
2. Strategy of higher education of the Slovak Republic does not comprise demand and changes of labor market. The policy makers of educational policy do not cooperate with economic experts of the country and experts in labor market of the Slovak Republic enough.
3. Joining of the European Union and cooperation of member countries in terms of education influenced strategy of higher education of the Slovak Republic.

Contributions:
My paper is the first kind of such analysis which examines the strategy of Slovak Republic to invest into human capital through tertiary education. The paper will contribute to qualitative literature about human capital of Slovakia and strategy of tertiary educational policy. Moreover, analysis will also contribute to qualitative literature about the relationship between educational policy as part of the welfare state and human capital of the country.
