This foundational seminar introduces students to the theoretical frameworks and methods to study the public administration as a regulatory actor. It prepares M.A. students to understand the uniqueness of public administration as a research discipline and provides insights into the major governance theories of public administration. As an applied discipline, public administration is an interdisciplinary research field that analyzes the public sector, its stakeholders, and related societal problems in an integrated approach. In a first part, we focus on regulation as state intervention. We cover classical theoretical frameworks and basic questions of public administration and management, which are illustrated through interactive group activities. Students are introduced to the PRISMA method for conducting systematic literature reviews that they will apply in the written assignment. In a second part, we focus on regulation as governance: student-led group presentation will dig into some important questions of contemporary public administration and management.
