Syllabus
The course explains the fundamental concepts of administrative law as the law of public administration: public administration and administrative law, sources of administrative law and administrative relations. The course further provides a theoretical grounding in the functioning of public administration, its acts (abstract and concrete administrative acts, contracts governed by public law, official directions, coercive measures, etc.). Attention will also be devoted to administrative sanctions, administrative supervision and administrative proceedings. Other issues to be addressed include public use, expropriation and restriction of property rights. The course also deals with the organization of public administration in the Czech Republic, liability of public authorities, control over public administration (through administrative justice), and safeguards. In the light of European integration and our membership of the Council of Europe and the European Union, the basics of European administrative law were added to the course. The seminars and lectures also examine the judicial decisions of constitutional and administrative courts, and European courts, and current issues in Czech administrative law.
