Kurz poskytuje studentům hlubší vhled do historie sociálně politických myšlenek a institucí a sleduje jejich vývoj do
současných systémů. Zaměřuje se na reflexi a aplikaci sociologických, politických a ekonomických teorií do
sociální politiky státu a nestátních organizací.
Dále se zaměřuje na právní a politický rámec sociálních institucí Student díky absolvování kurzu pozná vztahy
subjektů, objektů a nástrojů, jakož i financování sociální politiky.
Rámcové okruhy předmětu jsou:
- Cíle a význam sociální politiky v historických kontextech
- Současné české a mezinárodní souvislosti sociální politiky
- Systém sociální ochrany v ČR
- Koncept Welfare State a modely sociálních států
- Vztahy mezi aktéry v sociální politice
- Způsoby financování sociální politiky

Course syllabus: Theory of Social Policy (intended for nMgr. Study)

 

Lecturer: PhDr. Petr Vojtisek, PhD.

 

Learning goal:

To get acquainted with the genesis of social policy and its institutions, with thought and social influences and the development of goals in social policy, legal and political framework, as well as with key terminology. Get to know the relationships of subjects, objects, tools and financing of social policy.

 

Content:

 

1. Social policy - introduction

Principles and functions of social policy and its relation to other fields (law, sociology, economics, social work), development of terminology

 

2. Goals and values in social policy

Basic human rights and their development, social rights, development of goals in social policy

 

3. European social model

Key documents of the UN and its agencies, the Council of Europe, the European Union (incl. ESF fund), the International Labor Organization - areas of protection of rights;

 

4. Construction of a social protection system in the Czech Republic

Social security, social provision, social and legal protection, social assistance, voluntary systems with state intervention

 

5. Genesis of social policy in the world

Development line to the Enlightenment, directions of development from the 18th century, social policy after World War II, personalities of social policy, Czech school of social policy

 

6. Welfare State and models of welfare states

The emergence of the welfare state, its quality, the so-called "crisis" of the welfare state, models of democratic welfare states

 

7. Subjects of social policy

Social policy actors and their roles - state, public corporations, employers, NGOs, churches

 

8. The subject of social policy

Social tensions and social peace, social events and social risks,

 

9. Objects of social policy

Individual, family, group as objects of social policy

 

10. Tools of social policy

Regulation, social police, benefits, services, contracting, coercion

 

11. Financing of social policy

Methods of financing; revenues and expenditures, state budget and fiscal policy

 

12. Management of social policy

Phases and levels of management, Tools of social policy management
