Guidelines

V souvislosti s plánovanou realizací megaprojektu vysokorychlostní trati (VRT) v České republice se v řadě dotčených regionů a měst začínají formovat a kolovat nové spekulace, příběhy o budoucnosti, revitalizační diskurzy a řada pozitivních i negativních očekávání ohledně dopadů výstavby. Město Ústí nad Labem, terén mého výzkumu, leží na plánovaném úseku VRT Praha-Drážďany. Tento úsek je součástí Orient/East–Med Corridor, jednoho z hlavních Evropských dopravních koridorů, který spojuje přístavy Severního a Baltského moře s jihovýchodní Evropou. Přibližně od roku 2010, a dále pak s větším zapojením veřejnosti od roku 2016, se v Ústí nad Labem navzdory původní koncepci územního plánování začíná spekulovat o možném vedení trasy VRT centrem města, a s tím související výstavbě železničního terminálu. Konkrétní podoba trasy ale zatím zůstává nejasná, což, kromě samotného záměru, otevírá řadu sporů a diskuzí. Někteří aktéři rámcují projekt jako „zásadní příležitost pro pozitivní změnu regionu a města“; mnozí naopak vnímají vedení trasy centrem jako zásadní hrozbu a radikální zásah do samotné struktury města s očekávaným negativním dopadem a pro některé je celá záležitost v predikcích neuchopitelná či ambivalentní.
Předložená práce se snaží popsat a analyzovat, jak se v rámci různých diskurzivních praxí artikuluje a legitimizuje příběh o budoucnosti města, jak skrze tyto praxe působí budoucnost v přítomnosti, a jak se diskurzivně a politicky mobilizuje samotný fenomén času. Z širšího hlediska je cílem práce za pomoci etnografického výzkumu a antropologické intepretace fenoménů infrastruktur, urbánního plánování, mobility a sociální/kulturní produkce času přispět k debatám o konkrétních dopadech projektů Evropské a globální integrace a jejich ideologických východiscích.

Metodologie:
Zdrojem dat budou textová a (audio)vizuální produkce zkoumaných aktérů v různých mediálních a institucionálních kontextech; národní, regionální a lokální média, zúčastněná pozorování (veřejné diskuze, veřejná projednání, zasedání zastupitelstva apod.) a rozhovory (polostrukturované, expertní, nestrukturované). Data budu analyzovat pomocí metod kritické diskurzivní analýzy v souladu s teoretickým rámcem práce; tedy prostřednictvím a v konverzaci s interpretačním klíčem, který mi poskytuje literatura k antropologii/politice času a plánování (ať už v oblasti infrastruktur nebo města).
