Preliminary scope of work

Tato diplomová práce se zabývá americkými prezidentskými volbami, největší pozornost je věnována samotnému volebnímu systému používanému během voleb, odborně nazývanému electoral college. Text práce se dotýká amerických prezidentských voleb, které jsou obecně velice obsáhlým tématem, a proto není možné detailně rozebrat všechny jejich jednotlivé oblasti, a tedy i zcela vyčerpat rozsah diplomové práce. Kvůli uvedené skutečnosti patří mezi cíle v prvních dvou částech diplomové práce stručně představit historický vývoje electoral college spolu s jeho současným fungování v rámci volby prezidenta USA. Poslední část práce se detailněji věnuje potenciálním reformám prezidentských voleb, jež by mohly významně přispět ke zlepšení celého procesu výběru, resp. volby amerického prezidenta.

Text práce se dělí do tří na sebe postupně navazujících částí, přičemž každá je následně členěna na několik kapitol. V první části jsou představeny hlavní historické důvody vedoucí otce zakladatele Spojených států k přijetí právě tohoto volebního systému. Dále se věnuji jeho problematickému fungování, které muselo být napraveno přijetím XII. dodatku Ústavy. Ve druhé části je popsán celý průběh volby amerického prezidenta od chvíle, kdy jednotliví kandidáti začínají přemýšlet o možnosti ucházet se o prezidentskou funkci, až po den, v němž se vítězný uchazeč stane oficiálně prezidentem USA. Tato část je poté zakončena kapitolou, v níž vyvracím nesprávnost argumentů zastánců electoral college. V poslední části postupně rozebírám konkrétní návrhy volebních reforem, jež by v případě nabytí účinnosti mohly významně vylepšit průběh volby amerického prezidenta. Pomocí komparativní metody bylo určeno, která reforma by byla nejvhodnější k zavedení. V závěrečné části poukazuji na z mého pohledu největší nedostatky electoral college a doporučuji zde i zavedení konkrétních reforem, o nichž si myslím, že by mohly představovat nejvhodnější řešení diskutovaných nedostatků.

Preliminary scope of work in English

This diploma thesis is dedicated to the U.S. presidential election, specifically the greatest attention is paid to the electoral system called the electoral college which is used during the election. The text of my thesis relates to the US presidential election which is generally a very extensive topic therefore it is not possible to analyze in detail all the individual aspects of the process and thus provide a complete thorough analysis within this thesis. As a result of this, my aim is to briefly present the historical development of the electoral college along with its current functioning during the election process of the President of the United States. Subsequently, I am going to focus closely on potential reforms of the presidential elections that could significantly contribute to the improvement of the entire process of selecting (electing) the president of the United States.

This thesis is divided into three consecutive parts, each part is then divided into several individual chapters. In the first part I am discussing the main historical reasons leading the founding father of the United States to adopt the current presidential electoral system and I am also focusing on its early discovered insufficiencies which had been corrected by the ratification the of XII. Amendment of the Constitution. In the second part of my thesis, I am briefly describing the entire process of the U.S. presidential election. The text starts from the moment when individual candidates begin to think about the possibility of running for the presidency until the day when the winning candidate is officially sworn in as a president of the USA. This part then ends with a chapter in which I am trying to rationally refute the inaccuracies in the arguments used by the supporters of the electoral college. In the last part of my diploma thesis, I am gradually introducing specific proposals to reform the system that could significantly improve the entire process U.S. presidential election. I have used a comparative method in order to determine which reforms would be the most appropriate for implementation. The result of my work is then presented in the conclusion part where I summarize from my point of view the biggest shortcomings of the electoral college system as well as I am recommending approving a specific type of election reform which could provide the most appropriate solutions to tackle the mentioned shortcomings.
