Guidelines

Diplomová práce si bere za cíl užít aktualizovaný koncept polopresidentského režimu Matthewa Shugarta na konkrétní případy zemí, kde role presidenta v průběhu posledních 30 let oslábla (Finsko), a kde role presidenta naopak vzrostla (Island). Teoretická část studie představuje myšlenky hlavních aktérů debaty o polopresidencialismu a politických systémů obecně od 70. let do dnešní doby. Zvláštní zřetel je tu kladen na střet legalistického přístupu klasifikování systémů dle psaných zákonů a behaviorálního přístupu třídění skrze míru aktuálně reálně vykonávané moci jednotlivých politických postav. Praktická část studie sleduje dlouholetý vývoj politického systému dvou vybraných skandinávských republik, na jejichž zařazení v odborné literatuře nepanovala vždy shoda. (Ne)Užitečnost teorie polopresidencialismu je proto demonstrována právě na příkladech Finska a Islandu. Na základě takto vystavěného rozsahu autor uzavírá práci hypotézou vysvětlující postupný vzestup či úpadek moci hlavy státu dle vnitropolitických i mezinárodně-politických faktorů.
