Preliminary scope of work

Bakalářská práce se zabývá vlivem historického narativu Gotthardského masivu během určování podoby švýcarské dopravní politiky v 80. a 90. letech 20. století. Zkoumán bude vliv historického narativu Gotthardu ve společenském a politickém diskurzu během politických jednání a veřejných debat o projektu NEAT a Alpské iniciativě. Hlavní části této diskurzivní analýzy předchází kapitola, která nastíní historický narativ Gotthardu, který má významnou roli v historii země. Objasním, z jakého důvodu považují Švýcaři historickému mýtus Gotthardského masivu za národní symbol. Dále uvedu, z jakého důvodu má Gotthard strategický, historický a společenský význam pro národní sebevnímání, a také jakou roli hrála Gotthardská železnice při utváření národní identity během 19. století. Kapitolu pokládám za nezbytnou pro následné pochopení souvislostí. Primárním cílem práce je zkoumání celého procesu, včetně přístupů a názorů zúčastněných aktérů během 80. a 90. let ve společenském a politickém diskurzu. Uvedu názory politických představitelů a také zmíním důležitost ekologických sdružení a iniciativ během politické kampaně o schválení Alpské iniciativy v referendu 1994. Práce by měla v konečném důsledku analyzovat, zda historický narativ Gotthardu ovlivnit rozhodovací proces dvou hlavních politických rozhodnutí, projektu NEAT a Alpské iniciativy.

Preliminary scope of work in English

The thesis deals with the influence of the historical narrative of the Gotthard Massif during the determination of the form of Swiss transport policy in the 1980s and 1990s. The influence of Gotthard's historical narrative in social and political discourse during political negotiations and public debates on the NEAT project and the Alpine Initiative will be examined. The main part of this discursive analysis is preceded a chapter outlining the historical narrative of Gotthard, which plays an important role in the country's history. I will explain why the Swiss consider the historical myth of the Gotthard Massif as a national symbol. I will also state why Gotthard has strategic, historical, and social significance for national self-perception, as well as what role the Gotthard Railway played in shaping national identity during the 19th century. I deem this chapter necessary for the reader’s understanding of the context. The primary aim is to examine the whole process, including the approaches and views of the actors involved during the 1980s and 1990s in social and political discourse. I will present the views of political leaders and mention the importance of environmental associations and initiatives during the political campaign to approve the Alpine Initiative in the 1994 referendum. The thesis should ultimately analyse whether Gotthard's historical narrative influences the decision-making process of two major political decisions, the NEAT project, and the Alpine Initiative.
