Preliminary scope of work in English
Research question:
What is the effect of growth in part-time employment on the overall employment?

Motivation:
Unemployment rate in Czechia is currently around 2.4% which is the lowest in EU and thus many firms are struggling to find employees for their businesses. It also has one of the lowest part-time employment rates in EU, currently around 6%. Higher availability of part-time employment could encourage more women, students or elderly to join labor force and consequently increasing employment rate while also helping parents on parental leave to preserve key skills and simplifying their return to full-time employment. There, however, is not clear consensus about the effect of part-time employment on overall employment. Mourre (2006) and Smith, Fagan and Ruberry (1998) had claimed that there was a positive effect of growth in part-time employment while according to Garibaldi and Mauro (2002) part-time jobs had mostly only replaced full-time positions. It has been also argued that part-time employment tends to rise during economic downturns as mean to counter lower requirements of labor (for example Tilly, 1996; OECD, 1996).

Contribution:
The literature on the topic is sparse and mostly concerning development in 90s. I will focus on recent development taking into account crisis in 2009 and current growth in overall employment. It is likely that current growth in part-time employment in Czechia will continue. If government is to make decisions about part-time employment it needs to be sure how it will affect the overall employment.

Methodology:
Econometric analysis of panel data about Europe countries provided by Eurostat. I am going to use data about employment, wages, social security and other relevant factors for the analysis.
