Preliminary scope of work

Bilaterální vztahy mezi Spojenými státy a Čínskou lidovou republikou mají výrazné důsledky pro světový ekonomický, politický a bezpečnostní systém. Vývoj vztahů mezi těmito zeměmi je silně ovlivněn jejich odlišnými politickými systémy a tudíž jiným pohledem na světové společenství a jeho roli. Obě země se nicméně v posledních letech na základě sdílených politických konceptů (mírová rozvojová cesta, harmonický svět, zodpovědný podílník aj.) snaží o dosažení pragmatického konsenzu a spolupráce v mnoha oblastech, čímž přispívají k relativní stabilitě světového systému.
Tato práce se zaměří v první řadě na koncept zodpovědného podílníka, který byl teoreticky formulován a ukotven bývalým náměstkem ministra zahraničních věcí USA Robertem Zoellickem v roce 2005. Tento koncept je (z americké perspektivy) prezentován jako jakýsi „návod“ pro Čínu jak se stát plnohodnotným a respektovaným členem světového společenství. Ovšem již slovo „zodpovědnost“ naznačuje určitá omezení, která z konceptu vyplývají pro Čínu, a tak je Zoellickův návrh v ČLR hodnocen spíše zdrženlivě . Peking vnímá koncept jako zasahování do svých vnitřních záležitostí a jako snahu USA brzdit prudký čínský rozvoj. Přesto v čínské zahraniční politice existují oblasti, kde Čína splňuje americká očekávání a chová se do určité míry jako „zodpovědný podílník“ (např. boj proti šíření zbraní hromadného ničení, boj proti terorismu). Zároveň ovšem stále existují sféry, kde se Peking odmítá chovat „zodpovědně“ (např. lidská práva, autorská práva), čímž narušuje stabilitu bilaterálních vztahů s Washingtonem.
Cílem práce bude vymezit americký koncept zodpovědného podílníka (responsible stakeholder), určit jakým způsobem se promítá do vztahů mezi USA a ČLR a analyzovat, jaká očekávání tento koncept ve Spojených státech vzbuzuje z hlediska možné čínské mezinárodněpolitické role. Dále se práce zaměří rovněž na postoj čínské strany ke zmiňovanému konceptu a také na způsob, jakým je uplatňován v praxi.

Preliminary scope of work in English

US-China bilateral relations have great influence on the global political, economic and security system. The relationship between these two countries is strongly affected by the fact, that China and the US have have different political systems and thus view the global system from a different perspective. Nevertheless, both countries are trying to form a consensual relationship on the basis of pragmatic political concepts (e.g. harmonious world, responsible stakeholder), which contribute to the relative stability of the international system.
This paper will concentrate on the "responsible stakeholder" concept. This concept was created and defined by the former Deputy Secretary of State Robert Zoellick in a speech from September 2005. From the american perspective, the concept is a "roadmap" for China to follow on its road to becoming a respected global power. However, it is obvious that the word "responsible" prescribes certain limits to Beijing´s foreign (and domestic) policy. Therefore, some Chinese cadres and scholars view the american concept as interference in PRC´s internal affairs and as Washington´s effort to slow down China´s rise.
The goal of this thesis is to define the responsible stakeholder concept and analyze its implications for US-China relations. The second part of this thesis will focus on the applications of this concept in practice (specifically in the Six-Party talks).
