Preliminary scope of work
Tato diplomová práce se skládá z pěti základních částí. První část je úvodem do problematiky správního dozoru, který je pojmovým znakem činnosti inspekce. Tato část se zabývá ochranou životního prostředí, právním nástroji, které slouží k této ochraně a správním dozorem podrobně. Část druhá se týká přímo ČIŽP, historie jejího vzniku, organizace a vztahy s ostatními orgány ochrany životního prostředí. Jádrem této práce je část třetí a čtvrtá, které pojednávají o věcné působnosti Inspekce a jejích jednotlivých kompetencích. Poslední část se zabývá zahraničními aktivitami ČIŽP, neboť ty představují v prvé řadě inspiraci k efektivnější činnosti Inspekce a lepší ochraně životního prostředí jako takového. Cílem této práce je přiblížit činnost ČIŽP, její postavení v soustavě orgánů ochrany životního prostředí a poukázat na nedostatky právní úpravy, které znesnadňují její činnost.
Preliminary scope of work in English
This thesis consists of five main parts. The first, general part is the introduction to the issue of administrative supervision, which is the main task of CEI. It deals with the protection of environment and the corresponding legal instruments, then with the administrative supervision in detail. The second part is about CEI, its history, organization and relations with other environmental authorities. The third and the fourth part constitute the core of the thesis, they deal with the particular competencies of CEI. The final part is about foreign activities of CEI, which are basically the source of inspiration for CEI in making its work efficient and enhancing the protection of the environment. The objective of this thesis is to approximate activities of CEI and its position in the system of environmental authorities and point out the shortcomings in the legal regulation.
