Preliminary scope of work

Oblast výzkumu a motivace
Území Ruska se dělí do 83 administrativních obvodů, z nichž většina se rusky nazývá oblasti. Práce by měla zkoumat růst HDP a nezaměstnanost v těchto regionech a pomocí metod prostorové ekonometrie zjistit, jaký vzájemný prostorový vliv na sebe jednotlivé regiony mají s ohledem na nezaměstnanost, růst důchodu a vztah těchto veličin vyjádřený Okunovým zákonem. Konkrétně by úkolem (nebo jedním z úkolů) mělo být zjistit, jestli hospodářský vývoj jednotlivých regionů vykazuje konvergenci, prozkoumat její vlastnosti a zhodnotit případy regionů, které se vyvíjejí atypicky.

Přínos
Na rozdíl od existující literatury na toto téma, která se buď zaměřuje na prostorovou analýzu Ruských regionů[1][3][4][5], nebo zkoumá Okunův zákon v Rusku jako celku, by v práci měly být tyto dva přístupy spojeny. Vzhledem k tomu, že lze očekávat silný efekt nezaměstnanosti v jednom regionu na nezaměstnanost v regionech sousedních, zdají se prostorové účinky v tomto směru pravděpodobnými. Znalost těchto účinků může být užitečná jak v tvorbě politických opatření, tak v podnikání.

Metodologie
V práci budou použita data Ruské služby státní statistiky a uplatněno několik typů prostorových hmotnostních matic k odhalení prostorových efektů mezi ruskými regiony s ohledem na regionální úroveň nezaměstnanosti.

Preliminary scope of work in English

Research question and motivation
The entire territory of Russia is divided into 83 administrative regions, most of them called oblasts in Russian. The thesis shall examine the GDP growth and unemployment in these regions and, using the methods of spatial econometrics, detect the spatial effect these regions have upon each other with respect to unemployment, growth of income and their relationship as expressed by Okun’s law. More specifically, the task (or one of the tasks) shall be to find out whether the economic development in Russian regions shows convergence, to explore the nature of this convergence and to discuss cases of regions which do not follow the common trend.

Contribution
Unlike the existing literature on the topic which either focuses on spatial analysis of Russian regions[1][3][4][5] or the Okun’s law in Russia as a whole[2], the thesis shall combine these two approaches. As there can be expected significant influence which the level of unemployment in one region has on the unemployment in other regions, the spatial effects in this matter seem to be likely. The knowledge of this effects could be useful in policy making as well as in business.

Methodology
The thesis shall work with data from the Russian Federal State Statistics Service and apply several types of spatial weight matrices to discover spatial effects between the regions of Russia, influencing the regional levels of unemployment.
