Preliminary scope of work

Cílem mé diplomové práce bylo podat výklad o institutu evidence uchazečů o zaměstnání, přiblížit jednotlivé případy, kdy tato evidence může být skončena a zhodnotit stávající právní úpravu zaměstnanosti. V první části se práce zabývá základními pojmy, se kterými se lze v oblasti zaměstnanosti setkat a jejichž vysvětlení je třeba pro další výklad. Druhá část práce je věnována institutu uchazeče o zaměstnání. Zaměřuje se zejména na vymezení podmínek nezbytných pro to, aby se osoba mohla stát uchazečem o zaměstnání a překážek, které brání nabytí statutu uchazeče o zaměstnání. Dále se zabývá také vymezením základních práv a povinností, které jsou s vedením v evidenci uchazečů o zaměstnání spojena. V třetí části práce bylo mým cílem přiblížit samotnou podstatu evidence uchazečů o zaměstnání a postihnout její průběh od zařazení osoby do této evidence až do jejího skončení. Tato část mé práce se věnuje i službám, které krajské pobočky Úřadu práce poskytují uchazečům o zaměstnání, tedy zejména zprostředkování zaměstnání, poradenským a informačním službám. Poslední část práce je zaměřena na jednotlivé případy skončení evidence uchazeče o zaměstnání, které může spočívat buď v ukončení vedení dotyčného v evidenci uchazečů o zaměstnání, nebo ve vyřazení uchazeče o zaměstnání z této evidence nejčastěji v důsledku porušení jeho povinností.

Preliminary scope of work in English

This diploma thesis aims to offer a presentation of the institute of register of employment applicants, describe individual cases when the registration of an employment applicant may be terminated and to evaluate the current legislation. The first section of the thesis discusses the basic terminology which might be encountered in the field of employment and explanation of which is necessary for subsequent presentation. The second section is devoted to the institute of employment applicant. It focuses primarily on specification of requirements that a person has to meet to be eligible to become an employment applicant and legal barriers that might prevent a person to acquire the status of an employment applicant. Subsequently it deals with definition of basic rights and obligation following registration in the register of employment applicants. The aim of the third section is to describe the operation of the register of employment applicants itself and to capture its process from registration into the register until its termination. This section of my work also discusses services provided by the regional branches of the Labour Office of the Czech Republic to the employment applicants, i.e. especially employment arrangement, consultation and information services. The final part of the thesis is focused on individual cases of cessation of registration of an employment applicant which may consist in its termination or removal of the employment applicant most often due to failure to comply with his obligations.
