Cieľom tejto práce je objasniť činnosť mierových operácií OSN a poskytnúť tak odpoveď na otázku, akým spôsobom a s akými výsledkami prispievajú k zabezpečeniu medzinárodného mieru a bezpečnosti. Práca sa zaoberá mierovými operáciami ustanovovanými na základe Rezolúcií Bezpečnostnej rady OSN. Túto tému som si zvolila z dôvodu veľkého významu postavenia mierových operácií v rámci činností OSN a z dôvodu záujmu o objasnenie úlohy ich pôsobenia na mier a bezpečnosť vo svete. Práca sa skladá z piatich kapitol. Prvá z nich sa zaoberá úlohou Organizácie Spojených národov a jej postavením v rámci medzinárodného mieru a bezpečnosti. Druhá kapitola sa sústreďuje na vymedzenie základných pojmov, ktoré sa najčastejšie vyskytujú v súvislosti s charakteristikou mierových operácií OSN a odlišuje ich od seba. Tretia z nich približuje úlohu mierových operácií základnou charakteristikou ich vývoja, mandátu, princípov činnosti a vymedzuje ich typy. Štvrtá kapitola približuje problematiku vzniku mierovej operácie od procesu jej ustanovenia, cez právo aplikujúce sa na operáciu, až po jej financovanie. Posledná, piata kapitola, sa koncentruje na analýzu konkrétnych mierových operácií a pomáha tak vytvoriť jasnejšiu predstavu o jej pôsobení, funkciách a spôsobe realizácie mandátu. Závery sú obsiahnuté v poslednej časti práce. Po vyčerpávajúcej teoretickej analýze mierových operácií OSN v predošlých štyroch kapitolách, poskytuje posledná časť praktický pohľad na mierové operácie OSN a možnosť vyhodnotenia ich pôsobenia a následného zhodnotenia úlohy týchto operácií pri udržiavaní medzinárodného mieru.
Preliminary scope of work in English
The purpose of this thesis is to clarify the activities of United Nations’ peacekeeping operations and thus provide an answer to the question of how and with what results they contribute to providing international peace and security. The work deals with peacekeeping operations appointed under UN Security Council resolutions. I chose this topic because of the great importance of peacekeeping operations status within UN activities and because of the interest in clarifying the role of their impact on world peace and security. This thesis is composed of five chapters. The first one deals with the role of the United Nations and its position within the international peace and security. The second chapter focuses on the definition of basic terminology that most often occurs in relation to the characteristics of UN peacekeeping operations and distinguishes them from each other. The third chapter defines their types and provides the role of peacekeeping operations by showing the essential characteristics of their development, mandate, and working principles. The fourth chapter presents the issue of formation of the peacekeeping operation starting with the process of its establishment, continuing with the law applicable to the operation, ending with its financing. The fifth chapter concentrates on the analysis of specific peacekeeping operations to help create a clearer concept of its activity, functions and methods of implementation of the mandate. Conclusions are drawn in the last part of the work. After comprehensive theoretical analysis of the UN peacekeeping operations in the previous four chapters, the last part provides a practical view of UN peacekeeping operations and the opportunity to evaluate their activities and subsequent evaluation of the role of these operations in the maintenance of international peace.
