Preliminary scope of work

Nedávna finančná kríza vzbudila dohady medzi zákonodarcami ohľadom potrebných opatrení na povzbudenie a obnovenie rastu ekonomiky štátu. Špecifické protikrízové opatrenia v danej krajine záviseli na konkrétnom socio-kultúrnom, ekonomickom a politickom prostredí, ako aj štruktúre odvetvia v danej krajine. Napriek tomu, že bola input-output analýza využívaná v environmentálnom výskume na určenie environmentálneho dopadu, existuje málo prác, ktoré sa venújú meraniu dopadov fiškálnej politiky pomocou input-output analýzy. Z tohto dôvodu je mojou motiváciou skúmať jej využiteľnosť na hodnotenie efektov fiškálnej politiky. Konkrétne bude diplomová práca zameraná na protikrízové opatrenia zavedené na zmiernenie dopadu finančnej krízy na ekonomiku.
Input-output analýza zachytáva reálne a finálne toky medzi jednotlivými sektormi a zároveň tok medziproduktu vo firemnom sektore. Využitím input-output analýzy môžeme číselne ohodnotiť efekty fiškálnej politiky a určiť vhodnosť jednotlivých opatrení.
Pre objektívne zistenie využiteľnosti input-output analýzy na hodnotenie fiškálnej politiky budú vybrané krajiny s rôznym ekonomickým prostredím. Analýza bude navyše rozšírená o niekoľko odvetví, čo predpokladám povedie k jasnejším výsledkom ohľadom použiteľnosti input-output analýzy v rôznych sektoroch a krajinách.
Výsledkom diplomovej práce bude kritické zhodnotenie vlastností input-output analýzy spolu s návrhom do akej miery a v ktorých prípadoch je vhodné jej použitie na popis efektov fiškálnej politiky a následné použitie pre budúce rozhodnutia pri tvorbe fiškálnej politiky.

Preliminary scope of work in English

Recent financial crisis has raised questions among policy makers concerning measures needed to stimulate and revive the country’s economy. Specific anti-crisis measures were dependent on the actual socio-cultural, economic and political environment as well as industry structure of the country. Although input-output analysis has been used in environmental research to quantify the environmental impacts, there is a little work related to measure fiscal policy effects by input-output analysis. Therefore my motivation is to examine its applicability on fiscal policy impact evaluation. To be more specific, master thesis will focus on anti-crisis measures which were introduced to mitigate effects of financial crisis on the economy.
Input-output analysis catches real and final flows between particular sectors and simultaneously the flow of intermediate products in firm’s sector. Using input-output analysis, the effects of fiscal policy can be numerically evaluated and suitability of concrete measures can be assessed.
In order to objectively find strengths and limitations of the input-output analysis to assess and quantify fiscal policy impact on economy, countries with different economic environment will be chosen. Moreover the analysis will be extended for several industries, which is expected to lead to clearer results concerning model applicability across sectors and countries.
As a result of the master thesis, critical review of input-output analysis abilities will be provided together with the suggestion to what extend and in which cases is input-output analysis suitable to describe the effects of fiscal policy and used as a tool for further policy making decisions.
