Preliminary scope of work
Autor se v diplomové práci zabývá zadlužením územních samosprávných celků, tedy obcí a krajů, a regulací jejich zadlužování. Cílem diplomové práce je posouzení schopnosti současné právní úpravy regulace zadlužování územních samospráv působit jako dostatečná prevence jejich předlužení. Konečným výsledkem práce by mělo být zhodnocení této schopnosti a nastínění případných změn právní úpravy.
Preliminary scope of work in English
The author of the thesis deals with the debt of local governments, ie municipalities and regions, and control their debt. The aim of the thesis is to assess the ability of current legislation regulating the debts of local governments to act as a sufficient prevention of over-indebtedness. The end result of the work should evaluate the capabilities and outline any changes to legislation.
