| Tato diplomová práce pojednává o Státním fondu životního prostředí, jehož základním účelem je podporovat ekologická opatření uskutečňované v souladu se Státní politikou životního prostředí a zásadami ochrany životního prostředí České republiky. Kromě toho představuje základní ekonomický nástroj k plnění povinností z mezinárodních úmluv o ochraně životního prostředí a z členství České republiky v Evropské unii.
Hlavním cílem této práce je popsat tuto instituci a pokusit se nastínit možný vývoj de lege ferenda. Z důvodu přesného vymezení Fondu ve struktuře veřejných financí, je součástí práce také obsáhlá obecná část zabývající se problematikou veřejných fondů. Diplomová práce je rozdělena celkem na sedm kapitol. Úvodní pojednává o teoretickém základu, který je nezbytný pro pochopení dalších souvislostí. Čtenář se tak seznámí s oblastí veřejných financí a rozpočtovým hospodařením. Druhá kapitola navazuje na obecný základ výkladem o fondovním hospodaření a je zde také popsána struktura jednotlivých mimorozpočtových fondů. Následující kapitola se potom zabývá fondy na státní úrovni, zvláště pak kategorií státních fondů, kterých existuje v současné době šest. Čtvrtá část je věnována popisu vlastního Státního fondu životního prostředí a zhodnocení jeho dvacetileté existence. Pátá kapitola nám blíže představí jednotlivé programy, prostřednictvím kterých dnes SFŽP konkrétně podporuje environmentální projekty. Vedle Operačního programu životní prostředí, který je financován zvláště z evropských zdrojů, je mediálně velmi známý zvláště program Zelená úsporám. Šestá kapitola nás seznámí se zahraničními institucemi majícími podobný cíl jako SFŽP. Poslední část se nakonec zabývá možnostmi, jak lze modifikovat danou instituci do budoucna. Je totiž více než zřejmé, že pro další úspěšné plnění svých cílů jsou alespoň minimální změny nutné. Nejodvážnější úvahy se přitom zabývají dokonce transformací na bankovní instituci. Státní fond životního prostředí je specifickým subjektem, který v České republice podstatným způsobem přispívá k ochraně a rozvoji životního prostředí. Jedná se o velice důležitou instituci, která by z tohoto důvodu měla být podle mého názoru do budoucna nejen zachován, ale dále ještě posílena. |
| Preliminary scope of work in English |
| This diploma thesis deals with the State Environmental Fund of the Czech Republic which main objective is to support ecological measures taken in accordance to the State Environmental Policy and principles of the environmental protection of the Czech republic. Apart from that it represents basic economical instrument of fulfilment of duties imposed by international treaties on environmental protection and by the membership of the European Union.
The main goal of this thesis is to describe this intitution and to try to outline possible development de lege ferenda. For the accurate delimitation of the Fund in the structure of public finances, the thesis contains a large general part dealing with public funds. The diploma thesis is divided into seven chapters. The first chapter deals with the theoretical foundation which is necessary for understanding of the other factors. The reader familiarises himself with the area of public finance and financial management. The second chapter follows up with the general foundation and presents financial management and also describes the structure of each off-budgetary fund. The next chapter concerns with funds on the state level, especially with the category of state funds which are six in the Czech Republic for the present. The fourth part focuses on the describtion of the State Environmental Fund itself and on the evaluation of twenty years of his existence. The fifth chapter more closely introduces individual programmes through which now SEF subsidises environmental projects. Besides Operational Programme Environment which is funded particularly by european sources, is well-known the Green Savings Programme. Sixth chapter will introduce foreign institutions with similar goals like SEF. Finally, the last part discusses possibilities how to modify the institution in the future. It is obvious, that for the further fulfilment of its objectives at least minimal changes are necessary. The most venturous contemplations goes as far as to transform it into a bank. The State Environment Fund is a specific subject that substantially contributes to environmental protection. It is a very important institution which, in my opinion, should not only be preserved, but further strengthen. |
