Preliminary scope of work

Aby byl boj proti korupci v Celní správě ČR efektivní, je třeba ji poznat nejen jako individuální selhání jedince, ale také jako selhání společenských institucí a normativních systémů.
Přehled koncepcí, přístupů a teoretických úvah o korupci bude předmětem první části této práce. Jako teoretický základ bude využita teorie sociální dezorganizace a teorie sociální deviace. Provedení výzkumu na dané téma v Celní správě ČR a vyhodnocení získaných dat bude obsahem druhé, praktické části práce.
Hlavním cílem práce bude zjistit, zda má na vývoj korupčního chování v celní správě zásadní vliv dezorganizace celní správy nebo individuální deviace pracovníků.
Výsledky této práce pak mohou být využity pro vytvoření efektivnější protikorupční strategie v Celní správě ČR a zároveň mohou sloužit jako referenční stav pro kontrolu změn v prostředí a případnou aktualizaci zavedených protikorupčních opatření.

Preliminary scope of work in English

To make the fight against corruption in the Czech Customs Administration effective, you need to perceive it not only as individual failures but also as a failure of state institutions and normative systems.
An overview of the conceptions, approaches and considerations on corruption will be the subject of the first part of this work. This theoretical part will be based on the theory of social disorganization and the theory of social deviancy. A quantitative research focused on corruption, and the evaluation of the collected data will be the content of the practical part. The research will be conducted in the Czech Customs Administration.
The primary objective of this work will be to determine what has the dominant influence over the corrupt behaviour in the customs administration – disorganization of the customs administration or individual deviance of its employees.
The results of this work may be used to create more effective anti-corruption strategy in the Czech Customs Administration. They can also serve as a reference for checking the changes in the working environment and the eventual update of the established anti-corruption measures.
