Preliminary scope of work

Diplomová práce analyzuje politický kontext financování měst a obcí České republiky. Zaměřuji se na hlavní pilíře financování měst a obcí ČR (definuji jeho problematické aspekty: rozpočtové určení daní, systém dotací a transferů, resp. příspěvek na přenesenou působnost, místní daně, resp. poplatky) proto, abych osvětlila postoje politických aktérů a zainteresovaných stran. Teoretická část se věnuje typologickému zařazení ČR, vymezení státní správy a územní samosprávy, legislativnímu vymezení majetkové autonomie obcí, charakteru municipálního rozpočtu, fiskálnímu decentralismu a evropským příkladů. Analytická část je zaměřena na systém financování měst a obcí v ČR, představení postojů dotčených stran a aktérů k současnému stavu financování a na ověření nastíněných tezí v teoretickém kontextu a v kontextu vlastního výzkumného šetření (polostrukturovaného dotazování) provedeného mezi starosty měst a obcí Středočeského kraje.

Preliminary scope of work in English

This thesis analyzes the political context of the financing of municipalities in the Czech Republic. I analyze the main pillars of the financing of cities and municipalities (I define its problematic aspects (tax revenue, the grant and transfer system, respectively financal contribution to the delegated powers, local taxes, respectively local fees) so that I clarify the attitudes of political actors, key players and stakeholders. The theoretical part of this thesis focuses on typological delimitation of the Czech Republic, the definition of the state administration and the municipal authorities, legislative delimitation of property autonomy of municipalities, the character of a municipal budget, the fiscal decentralism and some European examples. The analytic part concentrates on the system of financing of cities and municipalities, the attitude of involved parties to contemporary financing. This part also verifies research questions in the theoretical context and in the context of own research (semistructured interviews) among the mayors of municipalities in the "Středočeský kraj".
