Preliminary scope of work
Tato práce si klade za cíl popsat a porovnat ekonomické a politické aspekty branné povinnosti Litvy a Finska v časovém období vstupu Litvy do NATO a od anexe Krymu. Konkrétně se práce věnuje historickému vývoji branné povinnosti, jejím výhodám a nevýhodám společně se současnými postoji ke členství NATO a následnému popisu kategorií výdajů na obranu v Litvě a Finsku. Těmito kategoriemi jsou personální výdaje, výdaje na operace, cvičení, provoz a údržbu, výdaje na infrastrukturu a výdaje na výzkumný vývoj a vojenskou techniku. Na základě těchto kategorií je provedena komparace, která ukazuje, jaká kategorie je pro danou zemi výdajově nejdůležitější a jakým způsobem se tyto výdaje mění v průběhu let.
Preliminary scope of work in English
The aim of this thesis is to describe and compare the economic and political aspects of conscription in Lithuania and Finland in the time period of Lithuanian´s NATO membership and since the annexation of Crimea. Specifically, the thesis examines the historical development of conscription, its advantages and disadvantages, together with current attitudes towards NATO membership. This is followed by a description of the categories of defence spendings in Lithuania and Finland. These categories are personnel, exercises, operations and maintenance , infrastructure , research development and military equipment. Based on these categories, a comparison is made to show which category is the most important for a given country in terms of expenditure and how this expenditure changes over the years.
