Preliminary scope of work
Tato diplomová práce pojednává o systému Evropské unie pro obchodování s emisními povolenkami. V první části se věnuji právním pramenům upravujícím tuto problematiku, a to jednak na mezinárodní úrovni v podobě těch nejdůležitějších mezinárodních úmluv, tak na unijní a české úrovni. V další části práce je představen systém EU ETS jako takový. Věnuji se zde jeho vývoji, právnímu základu a jeho jednotlivých rysech. V poslední části práce jsou pak stručně rozebrány tři zprávy o stavu životního prostředí České republiky s důrazem na vývoj emisní situace na českém území.
Preliminary scope of work in English
This diploma thesis deals with the European Union Emissions Trading Scheme. In the first part, I discuss the legal sources regulating this issue, both at the international level in the form of the most important international conventions as well as on the EU and Czech level. In the next part of the thesis, the EU ETS as such is introduced. I focus here on its development, its legal basis and its main features. In the last part of the thesis, three reports on the state of the environment in the Czech Republic are briefly analysed, with an emphasis on the development of the emission situation on the Czech territory.
