Preliminary scope of work

S existencí hranic, které oddělují státy, či národy od ostatních, je pevně spjatý fenomén jejich neregulérního překračování. Facilitací tohoto překračování se věnují pašerácké skupiny od nepaměti, nicméně díky masivnímu přílivu migrantů do Evropy v posledních letech, se dostalo pašování lidí do podvědomí většinové společnosti mnohem více. Bohužel jen ve velmi omezené formě a bez přihlédnutí k širšímu kontextu na jehož základě je samotná činnost pašeráků postavena. Pašování lidí (human smuggling) je komplexní fenomén, odlišitelný od obchodu s lidmi, a zahrnující různé formy, výstupy a dopady. Tato práce je etickou reflexí současného mainstreamového pohledu na práci převaděčů. Snaží se přinést do veřejné diskuze hlubší porozumění příčin převaděčství a nahlédnout fenomén šířeji, nejen jako kriminalizovanou činnost hodnou odsouzení. Ukazuje, že pašování lidí není nutně příčinou problémů spojených s neregulérní migrací, nýbrž její nedílnou součástí a jako takové musí být vnímáno při implementaci konkrétních politik.

Preliminary scope of work in English

The irregular border-crossing phenomenon is tightly bound to the existence of the state or national borders, that exclude the others. The facilitation of this crossing is carried out by smugglers since it exists, however until the unprecedented massive wave of in-coming migrants to Europe during the last years, human smuggling stands outside the public interest. Unfortunately, the contemporary discussion is taking place without understanding the broader context, which is indispensable. Human smuggling is a complex phenomenon, sharply distinguished from human trafficking, that includes different forms, outputs and impacts. This paper is an ethical reflection of the current main opinion on the work of the people smugglers. The aim is to bring into the public discussion a deeper understanding of the causes, that precede human smuggling and to talk broader about the topic and not just criminalize it. The work wants to show that human smuggling is not necessarily the cause of the problems linked to irregular migration, more its inherent part and we must consider it when implementing border policies.
